- The purpose of this modification is to answer questions that were submitted to this solicitation. The questioning period is closed and no further questions will be accepted. The close date for this solicitation is 12pm CST, March 28, 2016. All quotes shall be submitted by email to LaShanda.Harrington@va.gov; Subject: HVAC Full Coverage Plan. Q&A: 1.The Equipment List does not include the quantities of indoor Evaporator Units, Air Handler Units or Fan Coil Units. Are these units included in the solicitation? If they are could you please post the quantity, location, type and system to which they are associated? Answer: Inside units are not included. 2.Is filter replacement required during the performance of the quarterly scheduled maintenance on any of the Equipment List? Answer: The Government has the filters onsite. 3. Are unscheduled service calls / trouble calls included in the scope of work? Answer: No, only during working hours. 4.It was apparent during the site visit that the equipment list is about 10-15% wrong. During the tour the HVAC lead couldn't find equipment or told us it had been changed out and to bid the new one. Does the Government intend to revise and correct the equipment list so that all the bidders will have the correct information? Answer: A new condenser fan unit at the MRI unit has been added to the equipment list. "Old unit is model# PS037A-YB2 "NEW UNIT IS DIMPLEX THERMAL SOLUTIONS (Koolant Keepers)Model# WO2-2-7500-2P-NF-L-M-407C, Location: MRI 5. Most units appear to be controlled by a central monitoring Energy Management System. Is preventative maintenance on any part of the EMS covered by this solicitation? Answer: Yes, the 2 AAON units and ACCU1 rooftop 1A. 6. When asked during the site visit the HVAC tour lead said some units, such as the units that service the kitchen may have to be done after hours. What percentage of the units must be serviced after hours? Answer: Equipment located in the Kitchen area can potentially be completed afterhours due to interruptions of patients. 7. A few pieces of equipment on the list are tied to animal labs. Does the work on these units have to be paid at the Wage Determination 23411 - Heating, Ventilation and Air Conditioning Mechanic (Research Facility) $23.55 rate? Answer: No, the Memphis VAMC is not categorized as a Research Facility. 8. Does the work on equipment on the list that is tied to animal labs have any special requirements for the employees performing the work to be wearing any special Personal Protective Equipment? Answer: No 9.It is stated that during the performance of the scheduled maintenance that the contractor shall report any deficiencies that require repairs. Will these repairs that are identified then be performed by the contractor? Answer: Determination will be decided at the time of need. 10. It is stated that during the deficiencies that require repairs will be paid under a separate Purchase Order. Will these Purchase Orders be under this same contract or a different contract? Answer: Different purchase order and contract. 11.Can you give us an explanation of what would NOT be covered under this contract per the statement listed below that is in the scope of work? We want to make sure our definition of "Full Coverage" is the same as what you will be expecting. ""The Contractor shall provide a list of recommendations after equipment is inspected. Any work or parts not covered under this contract shall require prior approval and a separate purchase order will be issued." Answer: The Contractor shall provide a full coverage plan that includes the following: scheduled maintenance, labor and replacement parts. 12.Do all 60 pages of the solicitation have to be included? Or just the ones applicable like page 1,4,18, 41-43 (and not the table of content, etc.)? Answer: No, only applicable. 13.Does the submission have to be all in ONE email with attachments only? Or can I submit in various multi part emails (1 of 5, 2 of 5, etc.)? Answer: No, multiple if applicable.
