- Draft Statement of Work This is a REQUEST FOR INFORMATION. This notice is for informational and planning purposes only and shall not be construed as a solicitation for proposals or as an obligation or commitment of any kind by the Government. This notice is intended strictly for market research and planning purposes. Please reference SSA-RFI-16-1032 when responding to this announcement. Purpose: The purpose and objective of this potential procurement is to provide the Social Security Administration (SSA) with the capability to obtain quick-turnaround, short-term Business Process Re-Engineering (BPR) services for the Agency. Short-term is defined as having duration of typically no longer than twelve months. The purpose of this notice is to obtain information, for planning purposes, regarding: (1) The identity of potential sources that have the capability to perform the work required under the attached Draft Statement of Work (SOW), and; (2) The size classification of the available and potential sources relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. The NAICS code for this work is 541611, which sets the small business size standard at $15M (i.e. below $15M in gross revenue is considered small). Background: SSA is responsible for administering the Nation's largest entitlement programs - the Old-Age, Survivors, and Disability Insurance program. SSA also administers the Supplemental Security Income program, which provides financial support to aged, blind or disabled adults and children with limited income and resources. Over the next decade, SSA anticipates that the principal business functions of the Agency will increase due to the influx of over 70 million baby boomers reaching their retirement or disability prone years. To support SSA with increased automation, system modernization, and process improvement, we are seeking a contractor to provide quick-turnaround, short term Business Process Re-Engineering (BPR) services to focus on emerging systemic needs affecting the programs administered by SSA, and respond to the challenges facing the Agency. SSA is contemplating securing a contractor to provide BPR services as needed, which may include, but are not limited to, support areas summarized below: • Develop a vision as a foundation for the re-engineering process; • Document specific and quantifiable performance measures in order to assess future changes; • Lead SSA components through a redesign process; • Assist SSA in documenting the current environment, mapping current processes and documenting business issues; • Research best practices by interviewing organizations with similar processes; • Provide a basis for envisioning and planning the improved environment; • Provide business case analysis and/or market surveys. More detail regarding the expected tasks are in the attached Draft SOW. Instructions for Responses: In order for SSA to assess a firm's capability, firms must submit a response that provides enough detail to indicate that it can provide the services to meet the potential requirements identified above and in the attached Draft SOW. SSA seeks industry comments on the attached Draft SOW. You will need to identify the applicable section and page number of the Draft SOW when submitting your comments. SSA will not consider submissions of simple marketing materials/brochures, incomplete responses that do not conform to the requested elements of this notice, or references to websites. With your response, please include: a. DUNS number b. Company Name c. Company Address d. Type of Company (i.e. large business, small business, small disadvantaged, women owned, HUBZone, and Service Disabled) for the above referenced NAICS code as validated via the System for Award Management e. Company point of contact, title, phone and email address f. Current GSA contract Do not submit pricing data with your response. This is not a request for proposals or an announcement of a solicitation. No solicitation package exists at this time. No proprietary, confidential, sensitive information should be included in your response. SSA reserves the right to use any non-proprietary information in any resultant solicitation. Respondents will not be notified of the results of the evaluation of the information received and submittals will not be returned to the sender. All responses must be submitted in an electronic form via e-mail to the Contract Specialist at wanda.owens@ssa.gov no later than April 11, 2016 at 1:00 p.m. Responses received after the due date will not be considered. Responses must not exceed 30 pages. The file size limitation for e-mail attachments is 5 MB. Faxed information will not be considered. SSA will not accept phone calls regarding this notice. SSA will not return any information submitted in response to this notice. Information received will be used in SSA's market research effort and for procurement planning purposes only. The Government reserves the right to contact, or not to contact, any party responding to this notice in order to obtain further information for market research purposes. Respondents are advised that SSA is under no obligation to provide feedback to respondents with respect to any information submitted.
