- SOURCES SOUGHT This SOURCES SOUGHT NOTICE is for small businesses only. The purpose of this sources sought notice is to determine the interest and feasibility of a small business set-aside for the following requirement: Studies on Technology Modernization for SNAP Benefit Redemption and SNAP Related Electronic Notifications. This synopsis is for information and planning purposes and is not to be construed as a commitment by the U.S. Government, nor will the U.S. Government pay for information solicited. The information from this notice will help the Food and Nutrition Service (FNS) plan their acquisition strategy. FNS is seeking a contractor to conduct a study or studies on the modernization of technologies related to a range of SNAP activities including but not limited to Electronic Benefit Transfer (EBT) transactions and SNAP program notifications. The contractor must be able to evaluate the redemption of SNAP EBT benefits through mobile technologies and online transactions, and examine the effectiveness of electronic messaging by State SNAP agencies with SNAP clients. The contractor would be expected to examine the impact of these technologies on SNAP client access, ease of use, and program integrity. The studies may include interviews and collaboration with relevant stakeholders to gather lessons and implementation challenges, surveys to measure customer satisfaction with the new technologies, experiments to determine the comparative effectiveness of electronic messaging as opposed to traditional messaging methods on various program outcomes, and geospatial and other analyses of State and FNS administrative data. PLEASE NOTE THAT THIS IS NOT A REQUEST FOR PROPOSAL, NO SOLICITATION EXISTS AT THIS TIME. The e-mail shall contain the following subject line: Response to Sources Sought Notice - AG-3198-S-16-0043: Studies on Technology Modernization for SNAP Benefit Redemption and SNAP Related Electronic Notifications. A determination by the Government to proceed with the acquisition as a set-aside is within the discretion of the Government. If capability statements are not received from at least two responsible small businesses or if the Government determines that no small business concerns are capable of performing this requirement based upon an assessment of the capability statements submitted, the Government may proceed with a full and open competition.
