- BRAND NAME SOLE SOURCE JUSTIFICATION in accordance with FAR 6.302-1(c)(1)(ii)(C) for subcontract with DIRTT Environmental Solutions, Inc. 249 South 400 East Salt Lake City, UT 84111 Frank E. Moss Courthouse Interior Construction Project Solicitation Number GS-08-P-16-JF-C-00XX [TBD] This is not a Request for Quote. This is a Notice to the Public that the Government intends on requiring a Brand Name/Sole Source Subcontract to DIRTT Environmental Solutions, Inc. in conjunction with award of a Construction Contract under NAICS 236220. Background: The U.S. General Services Administration, Public Buildings Service, Region 8 (GSA) plans to procure construction services to perform demolition and construction services for interior tenant finish at the Frank E. Moss Courthouse, located in Salt Lake City, Utah (Moss Courthouse) under NAICS 236220. The extent of the work will be described in the Solicitation when it is issued in approximately April, 2016. It is expected that the procurement will be set-aside for competition among certified Women-Owned Small Businesses located in Utah. NO OTHER INFORMATION WILL BE AVAILABLE BEFORE THE SOLICITATION IS ISSUED. The construction work is planned to begin in approximately September, 2016. Scope of Work: The construction work is planned for approximately 75,000 sq. ft. of office and related space and includes demolition, abatement, interior tenant finish, security, historical preservation considerations, and minor roofing. The work includes complex coordination of multiple phases to accommodate existing and new tenants in an occupied building. The later phase will require continuing coordination with the design team to definitize tenant design needs as the Project proceeds. In addition, GSA requires that the design provide for maximum occupancy of the space, incorporate mobility and sustainability initiatives into the project, re-purpose a historic building, and include sustainable and environmental principals. Purpose: To meet these design requirements, GSA intends to require bidders for the construction services Courthouse to utilize DIRTT Environmental Solutions, Inc. pursuant to a subcontract under the Construction Contract for all or a portion of the interior tenant build-out construction products. Following is GSA’s Brand Name Justification: DIRTT is only one of three manufacturers that have the capability to use the ICE ® design platform (intelligent, Enterprise 3D software (ICE)). The ICE platform works to define design ideas and work-space options and reach into the manufacturing process for seamless production of interior walls and other building components. DIRTT is unique in its use of Front-to-Back ICE and is unique among the ICE-approved manufacturers in its choice of manufacturing options necessary to deliver the type of interior tenant finish required by GSA. DIRTT is the only manufacturer capable of meeting the high-quality yet sustainable, mobile, and historic components of this Project. The Moss Courthouse is on the National Register of Historic Places. Under the Building Preservation Plan, certain areas are designated as “high preservation zones.” Many of the existing walls located in these high preservation zones will be impacted by new wall configurations and other work for this Project. GSA requires that this impact be minimized to meet the historic preservation mandates. The DIRTT wall systems offer a unique method of supporting themselves while only lightly touching these walls needing preservation. Additionally, this historic structure contains ornate architectural detailing that is fragile in nature and thus susceptible to damage by traditional construction methods. The unique DIRTT wall system is manufactured completely off-site. This system greatly reduces and in many cases eliminates traditional construction methods which may cause irreparable damage to these architectural treasures entrusted to GSA to preserve. In addition, the ornate architectural details make precise measuring of existing conditions more difficult. The DIRTT system utilizes a precision methodology from measuring to manufacturing that eliminates or greatly reduces errors, design changes, and costly change orders. The Moss Courthouse has various ceiling heights, so that there is no uniform solution to configuring the interior walls and corridors. The DIRTT wall systems offer a unique benefit of addressing these various ceiling heights. DIRTT’s parametric design permits manufacturing of unlimited widths and heights to meet any specific condition that the Moss Courthouse may require... The DIRTT installation process is quiet. The Moss Courthouse will have the at least one Federal agency occupying the entire 3 rd floor of this 5 story building and continuing with its critical operations during the construction of this project. Major construction will occur on both the 2 nd and 4 th floors, below and above this agency, which must operate in a relatively quiet environment. It is essential to use the DIRTT wall system in order to allow the agency to function during construction without the need for more costly after-hours or weekend work to accommodate all the problematic issues associated with traditional construction. DIRTT has the fastest lead time in the industry, averaging 3-5 weeks from placing the order to delivery onsite. The installation can be completed within 2-3 weeks. The delivery efficiencies that are only available through DIRTT for this type of phased project where design is undergoing fine-tuning as the Project progresses, will ensure that the Project stays on schedule and will ensure that GSA will meet completion commitments and successfully move new tenants into the Moss Courthouse as existing leases expire. Unlike traditional framing and drywall construction, DIRTT walls are 99% reusable and 96% recyclable at end of life, The flexibility of these DIRTT walls will allow GSA to reuse these wall systems for years to come as existing tenant’s needs change or when new tenants move in and need the layout modified, without demolition, construction waste, or lengthy construction lead-times This unique feature will save GSA and future tenants significant construction costs for years to come, providing a unique solution to meeting the mobility and sustainability requirements of GSA. This flexibility is one reason DIRTT was awarded GSA's Excellence in Partnership Award: Industry Green Contractor in 2006. It is also essential to incorporate the DIRTT Environmental Solutions for consistency of design and work requirements as the major tenant agency, U.S. Health and Human Services. This Notice of Intent is NOT a request for competitive proposals. Parties may identify their interest, accompanied by detailed supporting literature, to the Contracting Officer no later than 5:00 PM MT on March 31, 2016. Responses are limited to no more than 10 pages (8 ½” x 11”) in PDF format and must be sent electronically the Contracting Officer at: Kenya.Freeman@gsa.gov. No fax, U.S. Mail, overnight mail, hand-delivery, telephone, or other form of response will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement for this subcontract under the Construction Contract. The determination to conduct a competitive procurement for this subcontract based on responses to this notice is solely within the discretion of the Contracting Officer.
