- Notice of Intent: DOL-OPS-15-N-00104 OWCP Medical Second Opinion and Medical Examination Services The Department of Labor (DOL) intends to contract using other than full and open competition to provide Medical Second Opinion and Medical Examination Services for the Office of Workers' Compensation Programs (OWCP)/Division of Federal Employees' Compensation (DFEC) for the Boston District Office locations, in accordance with FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). Accordingly, the DOL intends to sole source this requirement to QTC Management, Inc. 21700 Copley Drive Suite 200 Diamond Bar, CA 91765 for a period of six (6) months from the date of award. Specifically, these services are essential to OWCP's mission to medically evaluate workers who submit compensation claims is part of the adjudication and case management process. A medical evaluation may be necessary: (1) to determine the causal relationship between work factors and the disease or injury; (2) to assess the extent and duration of the physical impairment or disability; (3) to determine the appropriateness of therapy, including some surgical procedures; or (4) to determine when recovery has occurred and a return to work is feasible. The DOL will award a competitive contract for these services within the six (6) month period of performance of this contract. Interested firms may identify their interest and capabilities to respond to the requirement under NAICS Code 62111- Offices of Physicians. This notice is not a formal solicitation. This is not considered as a Request for Quotation (RFQ). No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of information received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed contract on this notice is solely within the discretion of the Government. Information related to the potential availability of other sources that can fulfill this requirement must be received by the Contract Specialist listed below via electronic mail at Colbert.Elvis.R@dol.gov no later than 3:00PM, Eastern Time on Friday March 25, 2016.
