- Sources Sought Notice Attending Dermatologist/Resident Training Services NMVAHCS/SAVAHCS This is a Sources Sought Notice/Request for information for planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The VA does not intend to award a contract on the basis of responses received or otherwise pay for the preparation of any information submitted. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The purpose of this Sources Sought Notice is to perform market research to determine the existence of businesses that may be interested in and capable of providing 1 Full Time Employment Equivalent (FTEE) Attending Dermatologist to provide Resident training and provide veteran care at the NMVAHCS in Albuquerque and the potential for one (1) FTEE providing identical services at the SAVAHCS in Tucson, AZ. 1 FTEE is defined by VA as a minimum of 80 hours every two weeks and does not include holidays. This Sources Sought is for information and planning purposes and is not to be construed as a commitment by the government but only as a means of identifying responsible business concerns, registered with the federal government's System for Award management (SAM) https://www.sam.gov/portal/SAM/#1 that are interested in and capable of performing the work described herein. As a result of this Sources Sought Notice, the VA intends to issue a Request for Proposals (RFP) through FedBizOpps for the service described herein. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no response or information submitted to and received by the government shall be used to constitute basis for claim against the VA for the resultant use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. The NMVAHCS Internal Medicine/Dermatology Department is committed to providing care that ranges in scope as would be provided in a state-of-the-art civilian medical treatment facility and the standard of care shall be of a quality, meeting or exceeding currently recognized national standards as established by the American Academy of Dermatology (AAD) http://www.aad.org/education/clinical-guidelines Place of Performance: Services shall be provided on site, Raymond G. Murphy VA Medical Center, 1501 San Pedro Drive SE, Albuquerque, NM 87108 AND (potentially) the Southern Arizona VA Medical Center located at 3601 S. 6th Street, Tucson, AZ 85723 NMVAHCS and SAVAHCS normal clinic times are Monday - Friday 8:00 am - 4:30 pm. Occasional Saturday clinics may be requested. Contract physician responsibilities include, but are not limited to: 1. Resident Supervision/Training. Approximately 40% of the contract physician's time will be Resident Supervision and Training as dictated by the Residency Review Committee of ACGME. Contract Physician will be responsible for providing for an academic environment conducive to the training and professional development for residents rotating through the Internal Medicine/Dermatology Service; complying with the Residency review documentation and insuring that all notes and encounters are completed and shall appropriately document medical records in accordance with VA standards, equivalent to TJC compliance guidelines, standard commercial practice and guidelines established by VAMC Raymond G. Murphy Medical center. The Contractor shall also perform any administrative duties relative to documentation of resident training, as required and directed by the VA COS or designated representative; and provide clinical direction to and oversight of residents/fellows consistent with current accreditation guidelines, clinical research, protocol development, data management of protocols, quality assurance conferences and meetings, and affiliate /VA staff meetings. Ensure on-site resident supervision in accordance with the national VHA Handbook 1400.01, Resident Supervision, dated December 19, 2012. http://www1.va.gov/vhapublications/ViewPublication.asp?pub_ID=2847 Additionally, as attending physician Clinics/Dermatology procedures shall not be conducted by residents in the absence of an attending physician. All procedures, inpatient admissions and consults shall be the responsibility of an attending physician. 2.Direct Patient Care. Approximately 55% of the contract physician's time will be direct patient care as follows: Provide clinical Dermatologic services consistent with the range of Dermatology services as would be provided in a state-of-the-art civilian medical treatment facility and the standard of care shall be of a quality, meeting or exceeding currently recognized national standards as established by the American Academy of Dermatology (AAD). These services shall be provided on an inpatient consultative and outpatient clinic basis to all eligible Veterans at the NMVAHCS, in Albuquerque New Mexico and/or the SAVAHCS in Tucson, AZ. Clinic hours are from 08:00 A.M. to 4:30 P.M. Monday through Friday. No On-Call or Holiday work hours are anticipated. There is a potential for 1 or 2 Saturday clinic sessions to be scheduled in a contract year, however, these are on an as needed basis and determined by the needs of the VA. If the VA deems one of these Saturday sessions to be necessary, the Contractor shall be notified 2 weeks in advance. The clinic schedule for Saturday clinics remains the same as those for the Monday through Friday clinics. Dermatology Resident education is required for this contract. NMVAHCS' affiliate, the University of New Mexico (UNM) Health Sciences center will assign 3 to 6 Dermatology and/or Primary Care Residents to be supervised in outpatient clinical rotations. These clinical sessions are normally held from 08:00 to 12:00 (noon) Mondays through Thursday mornings at the VA Raymond G.; Murphy Medical center, Albuquerque, New Mexico. A similar schedule is found at the SAVAHCS with their affiliate, University of Arizona in Tucson, AZ. 3. Administrative. Approximately 5% of the contract physician's time will be participating in continuous quality improvement activities and meetings with committee participation as required by the VAMC Chief of Staff, Chief of Service, or designee. The New Mexico VA Healthcare System (NMVAHCS) and Southern Arizona VA Healthcare System (SAVAHCS) is seeking capability statements from organizations who can provide the required services at the NMVAHCS/SAVAHCS. The Government intends to issue a Request for Proposals (RFP) and award a Health Care Resources (HCR) Contract resulting from responses to this Sources Sought. The North American Industry Classification System (NAICS) code for this requirement is 621111 and the small business standard is $11.0 Million annually. Potential sources/interested parties are requested to provide a description of their current capabilities, as related to providing the services required. Interested parties are requested to provide the following information: (1)Company name, a.Point of contact, b.Physical address, c.E-mail address, d.Telephone and facsimile numbers e.Type and business size; (2) Name of principles to contact, including title and phone number; (3) Current price list. Documentation should include: (1)Both Government and commercial contracts, (2)References (names, telephone numbers and e-mail addresses) and (3)any other information serving to document the organization's capability. The submission should also include the business entity's: (1)DUNS Number, (2)System for Award Management (SAM) registration information, NOTE: Any potential respondent who is not registered in SAM is invited to submit a response, but must be prepared to initiate and complete registration in SAM immediately.
