- This is a Sources Sought Notice only. It seeks information from small business sources that can provide laboratory testing services for petroleum products. No solicitation is currently being issued and the amount of information available at this time is limited. This notice is also issued for the purpose of market research in accordance with Federal Acquisitions Regulation (FAR) Part 10. This is not a Request for Proposal (RFP), a promise to issue a RFP, or a promise by the Government to pay for information received in response to this synopsis or any subsequent announcement. This information is subject to modification and in no way binds the Government to award a contract. For reference purposes, this FBO notice is numbered SPE600-16-R-5X14. The Defense Logistics Agency (DLA) - Energy - FESBC seeks to identify responsible potential sources and obtain information regarding possible suppliers who can provide sampling and/or laboratory testing of Government-owned petroleum products (JP-5, JP-8, Jet A/A-1, F76, FSII and Unleaded Gasoline). Each geographical location for which testing is required will be identified by a Contract Line Item (CLIN). Each CLIN will be broken down into SubCLINs to describe additional elements of service required for that location. The contractor shall provide one or more laboratories capable of performing the tests associated with the specific equipment and technicians. The government will be awarding multiple firm-fixed-price contracts with one-year base period and four (4) one year option to renew, for a total of 5 years possible. The period of performance is estimated to begin on November 1, 2016. The procurement will be through full and open competition and the solicitation will be published electronically on the Federal Business Opportunities website at www.fbo.gov. The proposed solicitation is being considered as a set-aside under small business set-aside program. The North American Industry Classification System (NAICS) Code is 541380 and the size standard is $15 million. The government is interested in the following small business categories to respond to this notice. Small Businesses, 8 (a) Businesses, Historically Underutilized Business Zone (HUBZone) Businesses, and Service Disabled Veteran-Owned Small Businesses (SDVOSBs). Responses are limited to not more than 5 pages. The Government will use this information, in addition to other information obtained, to determine its small business set-aside decision. Any information provide to the Government as a result of this notice is voluntary. The Government will not pay for any information submitted in response to this April 24, 2016. Only responses submitted via E-Mail will be considered. E-Mail submissions to: lakeetha.mitchell@dla.mil. Interested companies should respond to the following: 1. Provide a company profile to include number of employees, DUNNS/CAGE Code number, and a statement regarding current business status. Please note that registration in the System for Award Management (SAM) and Wide Area Workflow (WAWF) are required for DLA Energy contractors. 2. Capability of providing qualified and experienced personnel, with appropriate clearances, if required. 3. Past Performance: Do you have past performance as a prime contractor or subcontractor on a service contract for similar fuels testing requirements? If so, please provide the following: Contract number, Name of Government Agency or Commercial Entity. Period of Performance, Dollar Value, Type of Contract (Fixed Price, Cost Reimbursement, etc.), and an explanation of services provided as they relate to the laboratory testing of petroleum products. If your firm acted as subcontractor or joint venture, name the prime contractor or other party, the specific work performed and percentage. Address any past performance problems, and resolutions taken. 4. Do you anticipate any type of teaming arrangement for this requirement? If yes, please address what kind of arrangement and what percentage of work, type (s) of service would you perform.
