- BACKGROUND: The Department of Veterans Affairs, Veterans Benefits Administration, and Compensation Services states the following: VA's goal is to significantly improve the Veterans experience and in particular we are focused on the experience around the C&P examination process. In December 2015 the Secretary established 12 Breakthrough Initiatives to improve the experience for Veterans. This conference will bring all the leadership from VBA and VHA field offices together to hear about the ongoing efforts to improve the experience and provide details on how the various initiatives can be deployed at each of their home offices. FINDINGS VBA, Office of Compensation Service Program Manager (PM), conducted significant market research seeking more, but at least at least three (3) venues surveyed for adequate meeting space and with audio/video services to meet customer's needs, to include: training/meeting space; audio/video services; and timeline. It was determined that only The MARRIOITT NCED CONFERENCE CENTER & HOTEL, in Norman, OK could accommodate all of the customer's needs. In addition, hotel utilizes their own A/V services. Additionally, the Contracting Officer (CO) confirmed the determination and due to the circumstances, sought an oral quote from the chosen hotel. Sole Source Justification: IAW FAR 13.106-1(b)(1)(i) (b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. DETERMINATION: The Contracting Officer (CO) has determined that awarding a purchase order IAW FAR 13.106-1(b)(1)(i), to The MARRIOITT NCED CONFERENCE CENTER & HOTEL, for meeting space and A/V rental services, is the best method of procurement.
