NOTICE OF INTENT TO AWARD NONCOMPETITIVE PROCUREMENT Requisition No.: VA260-16-Q-0337Date of Notice: 03/22/2016 Contracting Officer: DIANA CURLClosing Date: 03/29/2016 This notice will appear for 7 days from above date. ****************************************************************************** Description of Supplies/Services: The Department of Veterans Affairs, Seattle VA Medical Center, requires services, non - personal, as part of the Office of Research and Development (ORD) grant titled, "Tobacco use and alcohol misuse among participants of the Millennium Cohort Study" under Dr. Edward Boyko. Consultants, Dr. Arthur Peterson, Ph.D. and Dr. Jonathan Bricker, Ph.D. will continue research to identify the effects and exposures during military service on the incidence, persistence and relapse of tobacco use (including smokeless) and alcohol misuse. The objective will be accomplished by prospectively studying these outcomes in relation to exposures experienced at study entry and during military service, such as deployment with and without combat exposure, other military exposures, mental health conditions, military service characteristics and lifestyle factors. The Government intends to award this requirement noncompetitively IAW FAR 13.106-1(b) (1), to the Fred Hutchinson Cancer Research Center, because this study is a collaboration with the two investigators located at the Fred Hutchinson Cancer Research Center. The grant was approved and funded in part based on the participation of these two specific individuals, and it is not possible to obtain their expertise in any other fashion including qualifications and familiarity with the project's specific objectives and the research team, to fulfill our requirements in the time frame required. Dr. Arthur Peterson, and Dr. Jonathan Bricker are part of the approved study team. It is essential to retain the services of Dr. Arthur Peterson, and Dr. Jonathan Bricker to maintain continuity of the Millennium Cohort Study throughout this next study period. Dr. Peterson, a biostatistician, is a Full Member, Fred Hutchinson Cancer Research Center, and Professor, School of Public Health at the University of Washington. He has been involved in smoking research for over 25 years, including serving as Principal Investigator for two large, long-term group randomized trials in youth smoking prevention and cessation. Dr. Peterson will contribute his expertise in bio statistical methods, in longitudinal studies of the smoking acquisition and smoking cessation processes, and in randomized trials of smoking interventions. He will contribute to the development of analysis plans, and advise teams working on different smoking related projects. He will assist in reviewing smoking-related investigations, regarding both bio statistical and content specific issues. He will contribute to the writing of papers as co-author or primary author as appropriate. He will participate in conference calls related to projects and will consult with Naval Health Research Center analysts and the Principal Investigator as needed to help achieve the specific aims of the research. He will also attend an annual meeting in San Diego that includes the Naval Health Research Center investigators and staff, Seattle investigators, other co-investigators, and the Scientific Steering and Advisory Committee. Dr. Bricker is an Assistant Member, Fred Hutchinson Cancer Research Center and an Assistant Professor (Affiliate), University of Washington, Department of Psychology. He currently serves as an Assistant Editor of the journal Addiction (highest impact substance abuse journal). Dr. Bricker is a psychologist whose expertise is in longitudinal studies of hypothesis-driven psychological, social, and demographic influences on youth smoking acquisition and cessation. He has published over 20 studies on this topic in high-impact substance abuse and public health scientific journals. He has been principal investigator on an FHCRC intramural study, co-investigator on a large NCI-funded adolescent smoking cessation intervention trial, and scientific director on two NCI funded longitudinal cohort studies of youth and young adult smoking. Dr. Bricker's duties include authoring and co-authoring manuscripts, reviewing and evaluating the theory and latest empirical research on youth smoking behaviors, developing the scientific questions, and reviewing statistical analyses. On the Hutchinson Study of High School Smoking, he trained the study's telephone counselors in cognitive behavioral skills building and provided expertise in behavior change theories. Currently, he is assisting with outcome analyses and reporting of results and is leading investigations of the theory-based mediators of this trial's intervention. Overall, Dr. Bricker has experience in collaborating on ongoing longitudinal investigations involving multiple scientists and staff. He will contribute his expertise to the study by guiding the development of hypotheses regarding tobacco use that are testable within the context of the Millennium Cohort Study. He will work with analysis teams to produce results pertinent to the testing of the hypotheses of interest. He will assist in the interpretations of results and assess how these fit into the framework of current knowledge on the subject. Dr. Bricker will also contribute to the writing of scientific reports of study results pertinent to tobacco use either as co-author or first author depending on the topic of interest. He will join in on conference calls related to projects on tobacco use, meet with the Principal Investigator in person or by e-mail or phone as needed to achieve the aims of the study, and attend an annual meeting in San Diego that includes the Naval Health Research Center investigators and staff, Seattle investigators, other coinvestigators, and the Scientific Steering and Advisory Committee. Other interested concerns having the ability to furnish these services/supplies shall submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. This is NOT an RFQ. This does represent the Government's only written notice of this procurement. All responsible sources may submit a response which, if timely received, must be considered by the agency.
