- Requirements Document RFI Questions and Submission Information The Foreign Service Institute (FSI) requires the capacity to evaluate the effectiveness of its training programs. FSI seeks to use training evaluation data to understand the extent to which FSI’s training meets the learning and development needs of all of its user populations. To this end, training evaluation data need to be stored in a central repository so that FSI system administrators are able to run queries across data from a variety of FSI courses. This requires a Centralized Evaluation System or a series of subsystems that work together to enable FSI to evaluate user feedback from post-training evaluation instruments. The system shall adhere to FSI’s Policies and Standards for Curriculum Development and Training Evaluation. The objective is to evaluate comprehensively by assessing the relevance, impact, and value of training to the Department achieved through its training and professional development programs to support curriculum development and instruction. FSI will also evaluate systematically by collecting, analyzing, and reporting evaluation data to support evidence-based decision making. The requirements listed in this document may be supported by one system or by multiple connected sub-systems. The intention is for the overall Centralized Evaluation System/platform/suite to have capabilities to perform (or connect to software which can perform) data storage, data analysis, data visualization, and data management, as well as to create and manage evaluation instruments such as surveys and other instruments for automated and manual forms of evaluation. FSI currently maintains an internal custom-developed computer application that manages FSI student registrations, enrolls students into classes, provides billing services, tracks courses offered, registers students, and produces a variety of training reports. The new system will not replace this student record system, but rather integrate with it. Requirements pertaining to the integration of the Centralized Evaluation System and the student record system are presented beginning on page 14. While not the proscribed or preferred solution, one possible structure for the system is presented in the diagram on page 15. This diagram is included to provide an initial sense of how this system, or group of systems, may work to meet FSI’s needs. Other solutions or refinements are encouraged and requested.
