- This is a Sources Sought Notice for information and acquisition planning purposes. This is not a request for quote (RFQ) and a formal solicitation is not available at this time. This notice does not constitute a commitment by the Government to issue an RFQ, contract, or order. The Government will not pay for any effort expended or any material provided in response to this announcement, nor will the Government return any data provided. On behalf of the Department of Veterans Affairs, the National Cemetery Administration, Stafford, Virginia is seeking contractors with the expertise to provide all labor, supervision, tools, transportation, equipment, and materials necessary REPLACE IRRIGATION PUMP VARIABLE FREQUENCY DRIVES AND PROGRAM LOGIC CONTROLLER at Fort Sam Houston National Cemetery, San Antonio, TX. The applicable NAICS code is 238210 Electrical Contractors and Other Wiring Installation Contractors. Interested sources are invited to respond to this sources sought announcement by using the attached form entitled "Sources Sought - Contractor Information Form". A copy of the certifications required in paragraph E.4 shall be included as part of the submission. No telephone inquiries will be accepted. The Government does not commit to providing a response to any comment or questions. No basis for a claim against the Government shall arise as a result of this announcement. Responses should be received no later than close of business, Thursday, March 24, 2016, Eastern Time. All responses should be forwarded to Anne Ditch at: anne.ditch@va.gov. Attachments referenced in the Scope of Work may or may not be included in this Sources Sought. Scope of Work A.The Contractor shall furnish all labor, material, equipment, and supervision necessary to replace the irrigation jockey pump variable frequency drive (VFD), main pump VFD, Program Logic Controller, and integrated, air conditioned enclosure at Fort Sam Houston National Cemetery in accordance with the contract requirements specified below and per applicable industry standards and codes. B.Existing Irrigation System Components: 1.Main Pump Motor, "RWP-2A":U.S. Motors, HO150V2SLG (ID #: U 07 7567491-0005 R 00 03) 150HP, 1780 RPM, 164 FLA, 460V/60Hz/3-phase 2.Main Pump Motor, "RWP-2B":U.S. Motors, HO150V2SLG (ID #: U 07 7567491-0005 R 00 04) 150HP, 1780 RPM, 164 FLA, 460V/60Hz/3-phase 3.Jockey Pump Motor, "RWP-1":Baldor, VLCP3771T (to be installed new under separate contract) 10HP, 3500 RPM, 12 FLA, 460V/60Hz/3-phase 4.The design operating sequence of the system is as follows: I.Reuse Water Pump (RWP-1) and Variable Frequency Drive (VFD-1) will be controlled by pump control pressure transmitter and PLC in the Pump Control Panel located in the Pump Station. The PLC will control the pump and VFD via 4-20 mA signal from the pressure transmitter. RWP-1 will maintain a minimum discharge pressure of 100 psi. If the pressure exceeds more than 110 psi at the minimum speed it will shut down the pump. II.Reuse Water Pump (RWP-2A) and Variable Frequency Drive (VFD-2) will be controlled by pump control pressure transmitter and PLC in the Pump Control Panel. The PLC will control the pump and VFD via 4-20 mA signal from the pressure transmitter. When the discharge pressure drops below 100 psi for more than 30 seconds RWP-2A will start and RWP-1 will shut down. RWP-2A will maintain a minimum discharge pressure of 100 psi. When the discharge pressure exceeds 110 psi at the minimum speed for more than 30 seconds RWP-2A will shut down and RWP-1 will start and maintain a pressure of 100 psi. III.Reuse Water Pumps (RWP-2A & RWP-2B) will alternate starts every 24 hours at a preset time. IV.All Reuse Water Pumps will be provided with an adjustable minimum run time set for 30 seconds. V.All pumps will shut down when water level in the pump station wet well drops to the low water level. C.The Work shall include, but shall not be limited to the following (not necessarily in the order indicated): 1.Remove existing Pump Control Panel enclosure and replace with new NEMA 1 double-door, floor-standing enclosure, 60 inches high, 60 inches wide, 24 inches deep with with a center locating 3-point key-locking and padlock handle mechanism which closes the right side door over the left. Doors shall be secured to the body with a heavy-duty continuous hinge and there shall be no center post for complete front access. Install with mounting legs to set off pump house floor. In order to maintain an internal enclosure temperature of at most 104 F, provide adequate number of fan and filter kit(s). 2.Remove and replace the existing Yaskawa and Robicon Variable Frequency Drives (VFD-1 and VFD-2, respectively) with the specified manufacturer and model (or approved equal) adjustable frequency AC drive controller system of the pulse width modulated type for use with the jockey pump motor and two (2) primary U.S. Motor vertical P-base, respectively. The Government will consider an approved equal VFD as long as the quoter provides information such as the manufacturer, model and salient characteristics of the equal product proposing. The VFD and options shall be tested to ANSI/UL Standard 508. The complete VFD, including all specified options, shall be assembled by the manufacturer, which shall be UL-508 certified for the building and assembly. The VFD manufacture shall be ISO 9001 certified. All electrical work shall be completed in accordance with the National Electric Code. Mount the VFDs inside the enclosure. The VFDs shall control the pump speed using the factory pre-program in order to maintain the desired operating condition. The VFDs shall also be capable of having an acceleration or deceleration time, adjustable 3 to 1800 seconds with override circuit to prevent nuisance trips if the deceleration time is set too short. The VFDs shall be sized to the existing pumps/motors and shall be compatible with all equipment utilized at the pump station. The VFDs shall be capable of operating without a motor connected for servicing. The VFDs shall use a 32-bit microprocessor based digital control technology and Application Specific Integrated Circuits (ASIC) to regulate motor operation. Means shall be provided for local "Hand" operation and for the local or remote selection of "Hand" or "Auto" operation, operable from the exterior of the enclosure without opening the doors. Install the drive keypads on the enclosure door. 3.The VFDs shall meet the following requirements: VFD-1 a.Manufacturer: LSIS ® b.Model: SV0075 iS7-4SOD c.Motor Rating:10 HP d.VFD Rating:7.5 kW, 16 amps Heavy Duty (CT) e.Warranty:4 years (extended) Desired operating ranges for pump output pressures and flow-rates: f.Min Flow:20 GPM @ 100 psi g.Max Flow:80 GPM @ 100 psi h.Max Speed:3600 RPM (3550 RPM) VFD-2 a.Manufacturer: LSIS ® b.Model: SV1100 iS7-4SOD c.Motor Rating:150 HP d.VFD Rating:110 kW, 223 amps Heavy Duty (CT) e.Warranty:4 years (extended) Desired operating ranges for pump output pressures and flow-rates: f.Max Flow:2200 GPM @ 100 psi and 1770 RPM g.Design Flow:975 GPM @ 105 psi and 1525 RPM 4.The Contractor shall furnish, and install a pump control system designed to operate the three (3) pumps using VFDs as described herein. The control system shall be designed utilizing proven technology in control design for constant pressure, constant flow rate, or a combination of flow and pressure ranges to provide the desired operating conditions of the pumping system. The control system shall be operator and maintenance friendly to ensure ease of system set up and to limit down time. Remove and replace the existing Allen-Bradley ® Program Logic Controller (PLC), enclosure, and control screen with the Siemens 37-1200 Brick PLC and Siemens KTP600 Touchscreen (or approved equal). The Contractor shall be responsible for installation, start-up, and testing. 5.The Contractor shall be responsible for providing and installing all electrical and protective devices necessary, including but not limited to: a.Incoming power distribution block; b.Two (2) circuit breakers for the main pumps (300 amp) and jockey pump (30 amp) (all back panel mounted); c.Two (2) main pump motor isolation contactors, 150 HP, 480 VAC rated; d.Control Power Transformer (CPT), 1KVA, 480-120 V, 1-phase fused e.Phase monitor f.Power supply, 120-24 VDC g.Two (2) analog signal isolators for PLC 6.After completion of all equipment, component, and material installations, perform a full system functional test and demonstrate to the COR the full operation/functionality of the pumps, pump motors, and the irrigation motor/pump unit has been fully coordinated with the PLC and VFDs. 7.The Contractor shall provide complete installation and interconnection drawings and diagrams required for installation, start-up, testing and adjustment. The Contractor shall be responsible for supplying written instruction, which shall be sufficiently comprehensive to enable the Cemetery operator to operate and maintain all equipment supplied by the manufacturer. Instructions shall assume the operator is familiar with adjustable frequency AC drive controller systems, but he/she has not previously operated and/or maintained the exact equipment supplied. 8.Haul away & dispose of all debris and waste to an approved disposal site. 9.Thoroughly clean up the work area at the end of each day's work, and at completion of the project. Leave premises clean and free of waste, scrap, used equipment, or other material intentionally or incidentally delivered to the site by Contractor or Contractor's personnel. C.Time of Completion: The project shall be completed within 30 calendar days after contract award. D.Code Compliance: All work shall be performed in accordance with the specifications. E.Contractor Quality Control: 1.The Job Site Superintendent will: a) review and approve submittals, b) inspect the quality of work performed, and c) certify the completed work for payment and other purposes. 2.The Contractor must have demonstrated experience with the construction, installation, and maintenance of at least three (3) variable frequency drives and program logic controllers for irrigation pump stations in the past three (3) years. 3.The Contractor shall have a permanent service organization, maintained or trained by the manufacturer(s), which will render satisfactory service within 24 hours of receipt of notification that service is requested. 4.The Contractor shall be certified by the manufacturer as a drive integrator, and be able to provide an extended 4-year warranty at no additional cost. F. Submittals After Award: Submit manufacture's literature and specifications for the all components, equipment, and materials used to perform the work to the COR for review and approval. G.Plans/details: (1) Attachment A, Project Location Site Plan (2) Attachment B, Pictures (3) Attachment C, Existing Pump Station As-Builts H.POC: The Contracting Officer's Representative (COR) for this project is: TBD, Fort Sam Houston National Cemetery. I.Project completion:The project site shall be protected and/or restored to a condition equal to that existing prior to the commencement of work.
