Description
Marlow, 20 HP Flooded-Suction Centrifugal Swimming Pool Pump and Installation Marine Corps Base, Camp Lejeune has a BRAND NAME ONLY procurement for a Marlow, 20 HP Flooded-Suction Centrifugal Swimming Pool Pump and installation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: BEST VALUE Delivery and technical capability are more important than price. The only acceptable parts are those identified by manufacturer and part number indicated in the line items. Vendors must provide descriptive literature that shows all specifications are met. This procurement is 100% set-aside for small business. The associated North American Industrial Classification System (NAICS) code for this requirement is 238220 - Plumbing, Heating, and Air-Conditioning Contractors with a size standard of $15.0 million in average annual receipts. All responsible small business sources may submit a response which, if timely received, will be considered by the agency. This procurement is subject to the Buy American Act. If the product you are quoting on is not American made, you must identify the country in which it is made. BASIS OF AWARD. The Government will award a single contract, on an all or none basis resulting from this request for quotes to the responsible vendor whose quote, conforming to the RFQ, represents the Best Value to the Government, price, delivery, and other factors considered. The Contracting Officer reserves the right to evaluate quotes without the use of formal evaluation procedures such as establishing a competitive range, conducting discussions, and scoring quotations. The Contracting Officer may conduct comparative evaluations of quotes pursuant to FAR 13.106-2(b). The Government reserves the right to award no contract at all; depending on the quality of the quotes submitted. The Government reserves the right to award without discussions. EVALUATION. The evaluation factors that will be used to determine award will be (1) Delivery, (2) Technical capability, and (3) price. In accordance with FAR 15.101-2 (b)(1), past performance will be not evaluated. The Government intends to evaluate quotes and award a contract without discussions with vendors. Vendors should not expect requests for clarification or additional information from the Government. Therefore, the vendor's initial quote should contain the vendor's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions with vendors if later determined by the Contracting Officer to be necessary and in the best interest to the Government. The Government may reject any or all quotes if such action is in the public interest; and may waive informalities and minor irregularities in quotes received. SUBMISSSION. Quoters responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quotes shall include the following: 1. Delivery - Clearly state the timeframe for delivery and installation after receipt of delivery order. 2. Technical Capability - a. A detailed narrative shall include the quoter's ability to complete the required Statement of Work (SOW). The technical narrative shall include the contractor's technical approach for accomplishment of work that explains how the requirements described in this solicitation will be accomplished from beginning to end. A vendor's quote shall be written in a logical, practical, clear, concise and logically assembled manner, containing all pertinent information in sufficient detail to provide the evaluators with a clear understanding of the vendor's approach and to permit evaluation of the proposed program. It is the responsibility of the vendor to present enough information to allow the various work efforts, support, and management approaches to be meaningfully evaluated without discussions. b. The vendor's quote shall provide the manufacturer's name and manufacturer's complete part numbers of items shall be submitted in the quote. Drawings, product literature, pictures, and description of all quoted items shall be included. 3. Price - price quote for each line item. SUBMISSION REQUIREMENTS. Quoters shall : 1. Clearly state delivery time from receipt of purchase order. 2. Clearly identify manufacturer and part number for each item quoted. 3. Include completed provisions -, no signature required but please put company name on document. a. FAR provision 52.204-17 b. FAR provision 52.209-11 c. FAR provision 52.212-3 - Check appropriate boxes at 52.212-3(b)(2) and (3) If no changes are necessary, clearly state so in submission package. 4. Provide the following information: CAGE Code and DUNS Number. SUBMISSION OF QUOTES. Quotes related to this RFQ shall be received by the Contracting Department by the date and time indicated in block 8 on the front page of the solicitation to be considered for award. The information submitted shall be clear and legible (Note: repetitively copied data loses its clarity and legibility.) Quotes may be submitted via email to tony.benson@usmc.mil (PREFERRED METHOD); via USPS to Commanding General, Attn: Contracting Department, P.O. Box 8368, Camp Lejeune, NC 28547-8368; or via hand delivery/courier (UPS, FEDEX, Etc.) to Contracting Department, Bldg 1116, Camp Lejeune, NC 28542. It is solely the Contractor's responsibility to ensure quotes are received within the required timeframe.
