- Stryker Lethality Upgrade The United States Army Contracting Command - Warren (ACC WRN), intends to award modification(s) to Contract W56HZV16-C-0038 to General Dynamics Land Systems, Inc. (GDLS) in support of the Stryker Lethality upgrade. The Government intends to negotiate with only one source under the authority of FAR 6.302-1 and in conjunction with ASA(ALT approved) Justification and Approval, dated 11 January 2016. The proposed modification(s) will procure technical support to Government testing with test support packages, integrated logistics support including technical publications, schematics, Special Tools and Test Equipment (STTE), spares and replacement parts and packaging data development. The modification(s) will also include the production of 83 upgraded Stryker ICVs and engineering support to production (ESIP), New Equipment Training (NET), and Contractor Logistics Support (CLS), and fielding support. Delivery of the production vehicles will begin in September 2017. A contract award to GDLS for the Stryker Lethality requirements is necessary since the Government does not own the system-level TDPs or comprehensive product level drawings to satisfy Army requirements through full and open competition. GDLS owns and manages the only existing collection of technical information on the Stryker FoV and major subsystems generated over 15-plus years. Therefore, without competitive rights to the systems-level TDP, any other contractor would have to recreate the systems-level technical data needed to perform this effort causing an unacceptable delay. To maximize subcontracting opportunities, the OEM will be directed contractually to compete work at principal subcontractor and lower tier vendor levels in support of Government competition objectives. This announcement is not a request for proposals. Contractors shall not submit proposals in response to this notice.
