Description
SOURCES SOUGHT SYNOPSIS FOR ICBM Operator Input Device (OID) Keyboard Repair Contract Air Force Sustainment Center Hill Operating Location PZAC Department of the Air Force Sources Sought Synopsis Number: FD20201600989-00 Notice Type: Sources Sought SYNOPSIS: 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 THIS IS A SYNOPSIS (SOURCE OF SOUGHT) FOR A SOLE SOURCE ACQUISITION AS REQUIRED BY FAR PART 5.2. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). The Contracting Officer has determined that the circumstances of this contract action deem only one source is reasonably available in accordance with FAR 6.302-1. This requirement is considered noncommercial in nature and any resultant contract will be awarded in accordance with FAR 15. The AFSC OL:H/PZAC Contracting Office intends to award a sole source Fixed Price contract. The North American Industry Classification Systems (NAICS) Code is 811219 which has a corresponding size standard of $20.5M. The contractor will provide repair services for the Operator Input Device (OIDs), keys, switches, rain coats and other assets, for each Launch Control Center (LCC) console. This entails repairing damaged unserviceable OID assets to a serviceable condition. These assets are Hardness Critical Items (HCI) and require the contractor to have prior experience with performing nuclear hardness testing with nuclear certified items using procedures called out in the OID technical data package. The services require technical data and test equipment in sole possession of the OEM and any vendor(s) wishing to be considered will have to demonstrate possession of necessary and sufficient technical data and test equipment to perform the same troubleshooting, repairs, acceptance testing, and certification of items The solicitation for this requirement will be issued as a Request For Proposal (RFP). THIS SOURCES SOUGHT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Any firm that believes it can meet the specifications above and demonstrate prior experience with OID technical data package procedures, nuclear hardness, nuclear certified items, and performing testing using OID unique testing equipment may give written notification to the point of contact below no later than 11 April 2016. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon the responses to this notice is solely within the discretion of the Government. 2. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Cortron Inc has the capability and drawings for the items listed above, and the US Government does not own or have the rights to use the data required to manufacture this device. Any firm that believes it can meet the specifications above and demonstrate prior experience with OID technical data package procedures, nuclear hardness, nuclear certified items, and performing testing using OID unique testing equipment may give written notification to the point of contact below no later than 3PM on 11 April 2016.
