Description
The National Institute of Standards and Technology (NIST) seeks information on commercial vendors that are capable of providing maintenance and repair services to Oxford Instruments systems and its associated components. NIST requires preventive maintenance, annual maintenance, emergency service repairs, replacement parts and calibration services for its Oxford Flex AL atomic layer deposition system. The services required must be provided by personnel who are trained and fully competent in the operation of the covered Oxford Flex AL atomic layer deposition system. After the results of this market research for preventive maintenance, annual maintenance, emergency service repairs, replacement parts and calibration services for the Oxford Flex AL atomic layer deposition system are obtained and analyzed, NIST may conduct a competitive procurement and subsequently award a contract. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted will be conducted as a small business set-aside. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 811219, as those domestic sources having annual receipts not in excess of $20,500,000.00. Please include your company's size classification and socio-economic status in any response to this notice. Companies that are capable of providing preventive maintenance, annual maintenance, emergency service repairs, replacement parts and calibration services for an Oxford Flex AL atomic layer deposition system are requested to email a detailed report describing their abilities to cory.worley@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Interested vendors shall also provide evidence that they are certified and authorized to work on Oxford instruments. Interested vendors shall provide 1) Name of company that certified and authorized to service Oxford instruments; 2) Company address; 3) Point of contact for the company (name, phone number, fax number and email address). 2. Interested vendors shall provide their capabilities of providing preventive maintenance, annual maintenance, emergency service repairs, replacement parts and calibration services for the instrument listed above. a. Annual and Preventive Maintenance consist of, but is not limited to, an annual preventative maintenance equivalent to the Oxford Instruments FlexAL Performance Maintenance which includes: i. All parts required for the annual preventative maintenance such as all seals, orings, gaskets, ICP tube, valves, actuators, etc. ii. A complete tear down of the process chamber. iii. Complete cleaning of chamber and all components. iv. Replacement of all gaskets and o-rings. v. Replacement of the ICP tube. vi. Qualification of system with support from NIST engineer. vii. In addition, the following Oxford Instruments supplied components shall be tested: alignment, calibration, and functional testing of the Oxford Instruments installed Woollam ellipsomter and MKS Microvision 2 residual gas analyzer. viii. Any parts found to be unsatisfactory shall be repaired or replaced. b. Emergency maintenance consist of, but is not limited to, request for service calls in the event of instrument failure which requires repair. Respond to service calls Monday through Friday and provide a service technician/engineer on-site within 48 hours after the service call is placed. 3. Interested vendors shall address their capability of providing Original Equipment Manufacturer (OEM) parts. 4. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
