- Justification The National Institute of Health (Department of Transfusion Medicine) is conducting a small business survey/sources sought to help determine the availability and technical capability of the following entities, as registered in SAM • 8(a) Small Business • HUBZONE Small Business • Service Disabled Veteran Owned Small Business • Small Business • Veteran Owned Small Business • Women Owned Small Business The purpose of this reagents kits is for analyser use that permits the analysis of cells that undergo expansion in ex vivo cell culture, for the detection of red and white blood cell counts for patients at the Clinical Center. Cell counting of FDA licensed approved for continuous patients care. This market survey/sources sought is not a request for proposals/quotes and the Government is not committed to award a contract pursuant to this announcement. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research or pay for any costs incurred in the preparation of information for responding to this market survey/sources sought notice. BACKGROUND: The Cell Processing Section (CPS) is responsible for the manufacture of human cells and tissue-based products utilized in phase I/II clinical protocols for transplantation, adoptive immunotherapy and gene therapy conducted in the Clinical Center at the NIH. Cell processing procedures are tailored to each of the 30 or more different patient-care clinical research protocols supported. Also, regarding Institute research support it: Develops biologics collection and manufacturing processes to support clinical trials Collects, manufactures and distribute blood components for in vitro research use Collaboration in the design, planning, execution and data analysis of clinical studies Collects and manufacture specialized cellular products to support clinical trials Develops and evaluate assays for clinical application and biologics safety testing and cellular characterization Advia reagent kits and accessories are needed to perform advanced cell counts and must be used in conjunction with the ADVIA System purchased in 2015. Regarding the system/instrument, it provides a superior system for analyzing samples that do not contain hemoglobin (i.e., samples of cells in clear solutions). The Advia analyzer has broader linearity for detection of low red and white blood cell counts, high white blood cell and platelet counts which are needed for cell counting of FDA licensed red blood cell and platelet concentrates and cellular therapy products manufactured under FDA investigational new product applications. SUBMITTAL OF RESPONSE:Please submit expressions of interest electronically in your own format to include documentation of capabilities in sufficient detail for theGovernment to determine that your company and its service possesses the necessary expertise and experience to compete for any acquisitions. Please ensure responses do not exceed ten (10) pages and are submitted in a single document. Responses shall be in sufficient detail to allow the Government to assess the capability of your organization. Responses shall specifically address the capability of meeting the requirements above, and also address the following areas: 1) Past Performance: The capability statement shall show that the responder has sufficient relevant past experience under current or past contracts, in providing personnel to perform services similar to the requirements described above. These contracts must be in progress or competed within the past three (3) years. 2) Staff Resources: The capability statement shall show that the responder has the ability to provide, on an as-needed basis for specific tasks, personnel with relevant and sufficient experience, skills and training to meet the requirements described above. Since this is a market survey/sources sought, no evaluation letters will be issued to responders. The due date for submission of this information is 12:00 PM Eastern Standard Time (EST) on March 23, 2016.
