Sources Sought only. This announcement constitutes a Sources Sought Synopsis (market survey). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this sources sought is to determine interest and capability of potential qualified/verified Small businesses relative to the North American Industry Classification code (NAICS) 561499. The Small Business Size Standard for this NAICS code is $15.0 million. To make an appropriate acquisition decision for this requirement, the Government will use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement will depend on the responses to this sources sought synopsis. Requirements Description: The Pittsburgh VA Medical Center is currently is seeking a contractor to provide presort mail service. Presort service is to sort mail, apply barcoding and transport to the United States Postal Service. The Contractor will provide all postage, transportation, and sorting services. (VAPHS will pay the actual postage per piece of mail.) The Contractor shall furnish vehicles dedicated for contract use within normal working hours. Fuel, maintenance, and other operating costs for vehicles is the responsibility of the Contractor. Vehicles must be closed and secured during transport and when unattended while mail is onboard. The Contractor shall furnish all labor and ancillary equipment, such as protective covers, dollies, rollers, skids, hand trucks, ramps, pry bars, pallet jacks, truck platforms and any other tools needed to perform work under the contract. Contractor shall be certified by the United States Postal Service in Mail Processing Total Quality Management (MPTQM). Submission Requirements for responses to this sources sought synopsis: (1) Your intent to submit a quote for this project when it is formally advertised. (2) Name of firm with address, phone and point of contact. (3) Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work. This should include documentation of past relevant experience and technical competence with a similar requirement. (4) A copy of SAM.GOV active registration. Must reflect Data Universal Numbering System (DUNS) commercial and Government Entity (CAGE) and Small Business Administration Certification of Small Business Type, (Reps/Certs) (5) A statement addressing your socioeconomic status such as Service-Disabled Veteran-Owned, Veteran-Owned, Woman-Owned, Hubzone, etc. All correspondence and responses must be received by 11:00a.m. EST on March 25, 2016 and shall be e-mailed only to William MacDougall, william.macdougall@va.gov
