- The purpose of Amendment 0004 to Combined Synopsis/Solicitation No. W15QKN-16-Q-0061 is to revise the requirements and address the following questions from industry. The quote submission date remains unchanged from Amendment 0003 of 12:00pm EST on Friday, March 25, 2016. Question 1: Provide rail span measurements on both runways, center of rail to center of rail. Answer 1: Based on the "as built" building blueprints, the rail span for the West bay crane (currently the 15/3 Ton) is 56'0" and the rail span for the Center bay crane (currently the 50 Ton) is 56'6". Question 2: Provide rail size on both runways. If rail size cannot be determined please provide the rail height and rail head width. Answer 2: The existing runway in the West bay is a size 60 ASCE rail and the existing runway for the Center bay is a size 100 ASCE rail. Question 3: Provide the clearance measurement between the cab on the existing crane and the web of the nearest runway girder. This is to determine if the new powerbar will be horizontal or vertical mount. Answer 3: Based on its answer to Question 10 below, the Government does not believe this question is relevant moving forward. Question 4: Section 1.1.4 states, "Vendor shall install crane rails on existing I beam girder". Based on the site visit we will not be replacing the existing crane rail, please confirm. Answer 4: Sections 1.1.4 and 1.2.4 have been revised to state: "Vendor may use existing crane rails in an "as-is" condition or install crane rails on existing I beam girder." Question 5: Are the hoists to be chain hoists or wire rope hoists? Answer 5: Wire rope hoists. Question 6: Section 1.1.10 states, "Controls: Radio with warning signal horn". A standard radio system only comes with one transmitter. Do you require a spare transmitter as well to use as a backup? Answer 6: There is not requirement for a spare; however, one may be quoted as an option for the Government's evaluation. Question 7: Section 1.1.10 states, "Controls: Radio with warning signal horn". Do you want a pendant to be installed as well? This will be able to operate the crane in case the radio does not work. Answer 7: Sections 1.1.10 and 1.2.10 have been revised to state: "Controls: Radio with Warning Signal Horn and auxiliary pendant." Question 8: Section 1.1.10 states, "Controls: Radio with warning signal horn". Do you want the horn signal to automatically be turned on with bridge motion or would you like it as a button that the operator presses prior to the traverse function? Answer 8: Automatically turned on with bridge motion. Sections 1.1.11 and 1.2.11 have been revised accordingly. Question 9: Section 1.1.12 states, "End of travel stops are to be provided and installed by vendor as part of this effort". Are the end stops to be temporary clamp on end stops or permanent end stops? Answer 9: As long as they are compliant with applicable codes, either approach is technically acceptable to the Government for this effort. Question 10: As mentioned during the site visit, the contractor is to move the existing cranes down the runway; however this was not mentioned in the specifications. If the contractor is to move the crane please confirm that they are in working order. The specifications do not account for repairing the existing crane. Answer 10: The Government will move the existing cranes down the runway and out of the installation area. Question 11: Please confirm if there are any special requirements with bringing a lull into the building. Answer 11: The building entry point is a 12ft overhead door and the aisle way is approximately 12ft wide. Question 12: Please confirm if there are any floor loading issues when bringing the lull or other equipment into the building. Answer 12: The floor load rating is 6000psf. Question 13: Please confirm that all installed [items] must meet the Buy America Act. Answer 13: Yes, that is correct - all supplies acquired shall be in accordance with the Buy American Act and FAR 52.225-1. Question 14: Please confirm that the building owner will be mounting the disconnect and running wires to the conductor bar power taps. Answer 14: Yes, that is correct. The Government intends to run power at the South end of the runways on the East side. Question 15: Please confirm the power is 480V/3Phase. Answer 15: Yes, that is correct - power is 480V/3Phase.
