SOURCES SOUGHT This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this is to gain knowledge of potential qualified sources and their size relative to NACIS 611710. Responses will be used by the Government to make appropriate acquisition decisions. Responses are not considered responses to any potential solicitation announcement. (DRAFT) STATEMENT OF WORK (SOW) Charge Nurse Training Program GENERAL REQUIREMENT The Michael E. DeBakey VA Medical Center at 2002 Holcombe Blvd. Houston, TX 77030 seeks to raise the leadership skills and competency in handling healthcare situations requiring problem-solving and decision making of its first-level nursing supervisors. Primary objectives are to increase nurse retention and engagement and to support succession planning efforts by retaining qualified talent for future nurse leadership. The contractor shall provide a curriculum that's healthcare/nursing-specific, evidence-based that teaches leadership concepts using real-world scenarios, case studies, video vignettes, and other activities. The focus shall be on quality initiatives, patient safety (e.g., reduction of hospital-acquired conditions and other adverse patient events), and patient experience of care. A core measure of compliance is required to ensure that these critical measures are understood and reinforced by the charge nurse with all nurses on his or her team. The courses shall provide professional and leadership development opportunities necessary for charge nurses to effectively lead their teams. Soft skills/leadership development topics shall include transitioning from peer to leader, critical thinking, communication, conflict management, leading change, and delegation. The educational program shall allow flexibility in course selection to allow Medical Center staff to "pick and choose" the courses of greatest need and incorporate courses as needed into existing programs and courses available within Michael E. DeBakey VA Medical Center. All necessary materials shall be provided as part of the program, including detailed instructor guides with full lesson scripts, participant workbooks, slide presentations, and supplemental course resources. Courses shall be highly interactive, with an average of 70% interactive activity/discussion time and 30% didactic presentation. Each individual course shall be between 3.5 hours and 4 hours in length. All courses shall have a formal evaluation methodology such as Kirkpatrick Four Levels of Evaluation. The contractor shall provide an automated system for gathering and reporting course evaluation and knowledge assessment data from participants. Continuing Nursing Education (CNE) Requirement Each course shall be approved for a minimum of three (3) continuing nursing education, or contact hours, recognized by the American Nurses Credentialing Center (ANCC). Delivery Method and Schedule Course materials shall be available to be shipped within 7 to 10 days after receiving a signed contract. Customer Support The contractor shall be available to support and provide assistance to instructors and other key facility stakeholders to answer questions, help resolve problems, and provide advice. A "train-the-trainer" program shall be delivered by the contractor to prepare each facility-provided instructor to effectively present the curriculum and lead interactive activities and discussions. The contractor shall provide a method for gathering and reporting of key training measures such as: oLearner satisfaction oLearning/knowledge attained. oImpact of learning on the job. oBusiness results (such as employee retention, improvement in quality measures, etc.) The program/courses shall be appropriate for nurses who are new to the role, those who need to refresh their leadership skills, or those who have not had the benefit of formal leadership training. All interested contractors shall provide the following information: company name, address, point of contact, phone number, email address, capability statement, DUNS number and business size pursuant to the NAICS code 611710. All contractors shall also provide any partnerships/ agreements they currently have, or will have in order to satisfy these requirements, GSA Schedule (if any) and documentation the course(s) are recognized by the American Nurses Credentialing Center (ANCC) for a minimum of three (3) hours. Responses to this notice shall be e-mailed to Darnell.Rias@va.gov. Telephone responses will not be accepted. Responses shall be received in writing no later than Friday, March 21, 2016 at 10a.m. CST. This notice is to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties shall respond to that solicitation announcement separately from the responses to this announcement. Responses are not a request to be added to a prospective bidders list or to receive a copy of the solicitation.
