- Past Performance Survey Consular Role Players RFQ The contractor shall provide one skilled role player(s) for ConGen classes. The same role player must provide services for all classes. If the primary role player is unavailable (i.e. emergency or medical absence) any substitute role player must be approved in advance by the Contracting Officer's Representative (COR). The substitute role player must have, at minimum, the same qualifications as the primary role player. For each class, the role player will support two or three sessions, each occurring on the same day at FSI's training facility in Arlington, Virginia. Each session will last no more than one hour and will include up to three scenarios, each lasting approximately five to 15 minutes, in which the role player interacts with one or more students. In these scenarios, the role player's character is that of a private U.S. citizen requiring consular assistance, or the next-of-kin of a U.S. citizen who has died overseas. The role player shall become familiar and deliver support for several consular service scenarios. Both students and the role player will be given a written description of a scenario, general instructions about how to play their role, and sample wording to use as appropriate in the course of the role play. Before participating in the training sessions, the role player, and any proposed substitutes, will be expected to attend an orientation meeting at FSI during which the goals, objectives and requirements of the project will be discussed. This orientation will last no more than four hours and will include observing at least one training session. Role players who have not attended the training session will not be approved as a role player for the classes.
