- The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ (NAWCAD) intends to solicit, negotiate, and award a Firm Fixed Price contract to Deloitte Consulting LLP, 1725 Duke Street, Alexandria, VA the continuation of technical support services for implementation and sustainment of the Naval Air Systems Command (NAVAIR) Depot Maintenance System (NDMS) Program Management Office (PMO) and Fleet Readiness Command (COMFRC) Chief Information Officer (CIO). The period of performance on this procurement will be a twelve (12) month base period and a twelve (12) month option period. The Place of performance performed both at the contractor's facility and at NAVAIR, Patuxent River, MD; FRC Jacksonville, FL; FRC Cherry Point, NC; FRC North Island, CA, NDMS Havelock; Havelock, NC; and NDMS Cecil Field, Jacksonville, FL. NAWCAD has identified the effort to extend the current technical support services until a competitive contract is awarded in order to avoid a break in service from the current contract. This sole source award is to prevent a gap in services that will occur as a result in a slip of schedule in awarding the follow-on action. A gap in service would severely impact the NDMS PMO and its ability to achieve completion of mission critical Disciplined Agile Delivery (DAD) software development process tailoring and critical NDMS Organization Standard System Process (OSSP) tailored DAD documentation library. This contract support is critical for monitoring and measurement of DAD process improvement performance metrics which will maximize the NDMS program Return on Investment (ROI) benefits derived from major program investments in the IBM Rational Collaborative Lifecycle Management tool suite and DAD process adoption and tailoring investments. The DAD implementation effort is at a critical phase and a loss of continuity in contract support would present a severe risk of process adoption sub-optimization which would fail to provide critical planned software development productivity improvements. Without this onsite support the three Major Fleet Readiness Centers (FRCs) would struggle to implement and sustain the COMFRC Admiral's objective of collapsing three independent production databases into one by the end of calendar year 2016. THIS IS NOT AN INVITATION FOR COMPETITVE PROPOSALS. This acquisition is being pursued under the sole source basis under the statutory authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
