Description
This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy and Performance Work Statement. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. The Department of Veterans Affairs (VA) has maintained an uninterrupted string of licensing agreements for Microsoft products since 1998. The current agreement is slated to be renegotiated in 2017. Before renewal of this multiyear agreement, VA performs a re-baselining of requirements as well as analysis of alternatives. VA seeks to identify competitive products and strategies that could be implemented as alternatives to the technologies identified herein. This effort does not indicate VA will move to an alternate technology but only that VA is investigating viability, costs, and impacts associated with specific alternate technologies. To be clear, VA is not seeking proposals but only identification of alternate products, impacts, and market trends. Responses should be no longer than 10 pages. For this RFI, VA has broken apart the comprehensive Microsoft licensing agreement into key functional areas. VA does not expect comprehensive responses so respondents should address only the area or areas for which they can offer meaningful insight. Any alternate product or technology must provide at least the same capabilities as the current commercially available version of the Microsoft product identified in the specified Area being addressed. VA does not seek to fragment capabilities in an identified Area. For example, in Area 1 - Microsoft Office, VA seeks a comprehensive alternative and is not interested in investigating only the word processor or other individual components of the Microsoft Office suite. For each technology area identified, VA desires identification of enterprise proven alternate products that have been demonstrated to operate at a similar level of size, scope, and complexity. VA also seeks information associated with acquisition and operation of that technology over a term of 5 years. Specifically, VA seeks to answer the following questions for each Area. 1)Identify the alternate product/solution that will provide at least the same capabilities as the current Microsoft. 2)Assess the products compliance with Section 508 of the Americans with Disabilities Act. If less than 100%, estimate date when product will be fully compliant. 3)Briefly describe an implementation with similar size, scope, and complexity. 4)What are the estimated costs to acquire the necessary licensure to implement and operate the product/solution for one year? 5)What are the recurring annual costs necessary to operate the product/solution after full implementation? 6)Describe the transition strategy, timeline, and associated costs to migrate from the current Microsoft implementation to the proposed solution. 7)What are the end user impacts? Specifically, VA seeks to understand how implementation of the identified alternate product/solution will integrate into the Area 1 solution currently being operated. The description of this should be as extensive as necessary because seamless integration and interoperability are critical. Area 1: Desktop Automation - Microsoft Office VA currently owns and operates over 457,000 endpoint user devices. This includes traditional workstations, laptops, and tablets. Each of these devices is equipped with Microsoft Office Professional, an operating system (either Microsoft Windows or Apple iOS), and rights to access Microsoft Server products identified in Areas 2-9. Area 2: Electronic Mail - Microsoft Exchange VA owns and operates over 457,000 client licenses for Microsoft Exchange and 333 licenses for Microsoft Exchange Server. This includes on-line archiving and on-line protection. Area 3 - Server Operating System - Microsoft Windows Server VA owns and operates over 457,000 client licenses to access shared services of Microsoft Server and varied number of licenses for Microsoft Server dependent upon product type. Area 4 - Database - Microsoft SQL VA owns and operates over 457,000 client licenses for Microsoft SQL and 4706 licenses for Microsoft SQL Server. Area 5 - Portal - Microsoft SharePoint VA owns and operates over 457,000 client licenses for Microsoft SharePoint and 898 licenses for Microsoft Exchange Server. Area 6 - Configuration Management - Microsoft System Center Configuration Manager (SCCM) VA owns and operates over 457,000 client licenses for Microsoft SCCM and licenses for Microsoft SCCM Server. Area 7 - Communication Services - Microsoft Skype (aka Lync) VA owns and operates over 457,000 client licenses for Microsoft Skype and 95 licenses for Microsoft Skype Server. Area 8 - Security and Access Control - Microsoft Active Directory VA owns and operates Microsoft Active Directory as a core component of our security access complex. Area 9 - Identify Management - Forefront Identity Manager (FIM) VA owns and operates over 457,000 client licenses for Microsoft FIM and licenses for Microsoft FIM Server. Area 10 - Customer Response Manager - Dynamics CRM VA owns and operates over 26,000 client licenses for Dynamics CRM and 50 licenses for Microsoft Dynamics CRM Server. Complete the following table for each alternative product: Identify Area being addressed by this product/solution Name of product/solution Is product/solution 100% compliant with Section 508 When will product/solution be 100% 508 compliant Variances in capabilities from existing Microsoft product identified Is the product/solution 100% backward compatible and will it support files and file type created with the competing Microsoft product? Manner of implementation (on-prem, cloud, etc) Type licensing (device, user, concurrent use, processor, core, etc) Identify implementations of similar size, scope and complexity. Cost to implement the product/solution (i.e. how much will it cost VA to acquire the hardware, acquire the software, and implement the solution so that it can operate as a replacement for the Microsoft product in this Area?) Number of licenses required Recurring operational costs (software only) (i.e. What is the annual cost to maintain the software licenses so that VA can take advantage of the latest commercially available release of the product?) Cost to add one additional user (software only) (i.e. When VA needs to expand usage, what are the estimated costs to add one additional user to the solution either in terms of additional license costs or additional usage costs?) Recurring cloud-based operational costs (if proposed for Cloud) (i.e. What are the recurring annual costs to operate this solution based on the number of users/devices as extrapolated from the existing Microsoft license ownership numbers provided?) Transitional Costs to convert from current Microsoft implementation (i.e. what are the one-time costs, exclusive of implementation costs previously identified, that will be incurred to convert from the current Microsoft implementation to the product/solution being proposed?) Identify and describe Transitional impacts Time required to transition Other costs (i.e. what other costs do you foresee that may be incurred if VA elects to change from the existing Microsoft product to the product/solution being proposed?) Identify implementation impacts Identify operational impacts Identify end-user operational impacts Is the product/solution compliant with HSPD-12 and NIST for Multifactor Authentication? Is the product/solution compatible with Smartcard Login? As of February 8, 2016, VA owns and maintains licenses for the following products from Microsoft. VA hold perpetual licenses for these products because VA acquires Software Assurance for all of these licenses, VA holds license and rights to operate the latest, commercially available version that is currently available or will be made available through March 31, 2017.
