Description
Sources Sought Scoring Rationale IRIS Capabilities Questionnaire IRMS Description Potential Aircraft Acronyms Definitions Workload Data Publications PWS 1. This is a Sources Sought synopsis being conducted pursuant to FAR Part 10, Market Research. This is for planning purposes only and there is no solicitation available at this time. 2. This is an initial step in the planning process for the Air Force Safety Center (AFSEC) follow-on acquisition for the current IRIS contract. 3. The 377MSG/Contracting Division at Kirtland Air Force Base, New Mexico, seeks potential sources to perform flight data analysis and software support for the IRIS program (see attached draft PWS). 4. The North American Industrial Classification Systems (NAICS) code is 541511, Custom Computer Programming Services, which has a small business size standard of $27.5M. Note: a small business firm must be able to perform at least 50% of the total requirement within its own company (FAR 52.219-14, Limitations on Subcontracting). As part of the Government's continuous information exchange with industry while formulating the acquisition strategy for the IRIS follow-on requirement, we request your assistance in determining if this acquisition should be a total set-aside as authorized in Federal Acquisition Regulation (FAR) Part 19, Small Business Programs, or set aside under another provision of FAR Part 19. In order for the Air Force to make this determination, we are requesting information to gain knowledge about the capability of potential offerors to meet contract requirements. This information will allow us to determine whether small business concerns can satisfy the Government's requirement to obtain quality services at a reasonable price. Your response will assist greatly in the formulation of an acquisition strategy that maximizes the participation of small business.
