Sources Sought # N66604-16-R-1324, NUWCDIVNPT Code 15, DT-592 Hydrophones NUWC Division Newport is seeking information for potential small business sources that possess the technical capability, facilities/equipment and qualifications to manufacture, test, package, and deliver first article and production DT-592D hydrophones. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential small businesses capable of providing the products described herein prior to determining the method of acquisition and issuance of a Request for Proposal (RFP). The contractor must be able to meet the minimum requirements. The North American Industry Classification Systems (NAICS) code for this requirement is 334511- Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The small business size standard is 750 employees. This procurement is follow-on to contract N66604-09-D-0023 which was solicited on an Unrestricted Basis and awarded to International Transducer Corporation. The results of this Sources Sought will be used to determine if a Small Business Set-Aside opportunity exists. All interested small businesses are encouraged to respond. After review of the submitted Sources Sought, NUWCDIVNPT will release a Synopsis to Industry regarding the acquisition strategy/decision (i.e. Unrestricted, Small, Small Disadvantaged, 8(a), Women-Owned, HUBZone, Service Disabled Veteran-Owned Business Set Aside) prior to release of the Request for Proposal (RFP). It is anticipated that the RFP will be posted in May 2016. The resulting Contract will be Firm Fixed Price (FFP). It is requested that interested small businesses respond with a brief capabilities statement package (no more than 5 pages in length, single spaced, 12 point font) demonstrating the ability to manufacture the DT-592D Hydrophones to George Murphy, Contract Negotiator, at George.m.murphy@navy.mil no later than 1400 EST 03/30/2016. Questions or comments must be submitted by 1400 EST on 03/24/2016. Absolutely no requests for extensions will be honored. Late responses will not be considered. The Capability Statement must address, at a minimum, the following: Section 1: Introduction. Identify the Sources Sought Number and Title Section 2: Corporate Description. •· Name of Company and address •· Confirmation of Company size status under NAICS Code 334511 •· Ownership, including whether: Small, Small Disadvantaged (SDB), 8(a), Women-Owned, HUBZone, or Service Disabled Veteran-Owned Business •· Two points of contact, including: Name, title, phone, and e-mail address •· CAGE Code and DUNS Number Section 3: Past/Current Performance. Provide two (2) examples of prior/current corporate experience providing similar technical capability within the last three years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, Government point of contact with current telephone number, and a brief description of how the referenced contract relates to production of DT-592D Hydrophones. Section 4: Technical Response. The DT-592D hydrophone is a multimode hydrophone which provides four outputs to determine bearings to underwater acoustic sources (over a full azimuth circle) within the required frequency range. The DT-592D hydrophone is mission critical and is therefore a "Grade A" device. This means that the DT-592D hydrophone must withstand the Underwater Explosive Shock Testing for "Grade A" items without physical damage and it must subsequently meet all the operational performance requirements. Meeting all the environmental qualification requirements has proved to be a challenge even for the most experienced contractors. Each potential offeror shall answer the following technical questions to demonstrate its understanding of the DT-592D hydrophone design: •1) Briefly explain the ceramic element design and quadrant poling configuration needed to maximize receive sensitivity. •2) Briefly explain how extraneous vibration modes in the sensor will be controlled via a tuning process to insure that the circumferential modes are not adversely affected. •3) Briefly explain what design measures will be used to insure that the unit will survive explosive shock testing and exhibit full performance after (Grade A performance). In addition, each potential offeror shall provide the following: •· Statement regarding contractor's capability to obtain a facility clearance at the confidential level. Statement regarding capability to obtain the required industrial security clearances for personnel. Contractor's expected period of performance from contract award to delivery of first article and production DT-592D hydrophones. Description of the test facilities and equipment to which the contractor has access in order to meet the procurement requirements. If the potential offeror does not own its facilities and equipment, the offeror shall provide evidence that it will have a commitment or an arrangement to rent, purchase or otherwise acquire the needed facilities and equipment.
