Description
Department of the Navy (DON) Sources Sought - Department of the Navy, Secretariat, Program Management and Administrative Support Services This is a Sources Sought Notice from the Deputy Under Secretary of the Navy for Management (DUSN (M)) seeking information on potential firms qualified to provide management support services for tasks of various duration or that require a unique experience that cannot be supported by the existing Government workforce. This submission of information in response to this notice will assist the Government in identifying potential sources and determining if a competitive solicitation is appropriate. A submission shall not be construed as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this Sources Sought Notice will be treated as information only and part of market research as defined by Federal Acquisition Regulation (FAR) Part 10, and will not be shared outside of the Government. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor responses to this announcement. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. Do NOT include sensitive or proprietary information in your responses. INSTRUCTIONS Please read the background information below and answer as many questions from the attached questionnaire as are applicable to your submission. Any format is acceptable. Attach any additional information about your firm that you feel is relevant to the topic questions. Please keep your total response to a maximum of five pages. Please send your responses electronically to: Joseph Haviland, joseph.haviland1@navy.mil, no later than 21 March 2016 at 1600 Eastern Time. Please address any questions, concerns, or comments to the same email address. Early submission of responses is encouraged. Any responses received after that date/time may still be included in Market Research analysis, if possible, and retained in the appropriate Market Research database. BACKGROUND The Secretary of the Navy (SECNAV) is responsible for, and has the authority under Title 10 of the United States Code, to conduct all the affairs of the Department of the Navy, including: recruiting, organizing, supplying, equipping, training, mobilizing, and demobilizing. The Secretary also oversees the construction, outfitting, and repair of naval ships, equipment and facilities. SECNAV is responsible for the formulation and implementation of policies and programs that are consistent with the national security policies and objectives established by the President and the Secretary of Defense. The Contractor shall provide management support services for tasks of various duration or that require a unique experience that cannot be supported by the existing Government work force. These support activities are required to ensure rapid, innovative and important execution of the SECNAV mission. The focus of the services required under this contract is divided into two types: (1) Program Management Support, which includes program consultation, analysis, studies, research, data collection, and senior level support; and (2) Administrative Management Support, which includes programming, multimedia, graphics and presentation design, event planning, technical writing, clerical assistance, and general office support. The scope of the support services runs across the entire breadth and depth of the DON. Contractor subject matter experts shall be performing in support of, but not limited to the following broad areas: Management, Business Operations, and Administration Plans, Policies, and Operations Acquisition and Procurement Energy, Installations, and the Environment Financial Management Legislative Affairs Legal and Investigation Services Intelligence and Security Manpower and Personnel
