- This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Aviation Applied Technology Directorate (AATD) Contracting Division, Army Contracting Command, intends to award a firm-fixed-price contract. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-86, effective January 1, 2016. The solicitation number is W911W6-16-P-0022 and is issued as a Request for Quotation (RFQ). The proposed contract action, a commercial item purchase order in accordance with FAR Part 13, Simplified Acquisition Procedures, is to provide equipment to the existing engine test facility at the Aviation Applied Technology Directorate, in order to accommodate M250 FADEC Engines. This acquisition will specifically procure the following: 1. One (1) each Full Authority Digital Engine Control (FADEC) System meeting the following specifications: a. The system shall operate and control the M250 C30R3/3M, C40, and C47 engine(s) when integrated into the existing test cell system. b. The supplied control panel and components shall be a stand-alone, modular system. c. The system shall be 19-inch rack mountable with touch screen interface. d. The touch screen display shall provide digital touch buttons for control of the engine and FADEC functions and shall at a minimum allow: • Engine over-speed conditions, at or above the engine manufactures specifications. • Trim up & down of fuel scheduling system to allow specific engine performance demands. • Both digital and/or analog selection for varying data input sources. e. The touch screen display shall be configurable or able to display gages for monitoring: • Engine shaft speed(s) (N1 & N2) • Engine exhaust gas temperature (EGT) • Fuel flow • Engine torque and horsepower f. The system must be able to control a Kahn (TM) Engine Water Brake Dynamometer and must adapt to function with existing laboratory equipment. 2. Two (2) each Electro-Mechanical Throttle Control Servos, one for the control of N1 and one for the control of the N2 shaft speeds. 3. One (1) each travel for engineering design site visit. (Fort Eustis, VA 23604-5577) 4. One (1) each travel for installation and system start-up. (Fort Eustis, VA 23604-5577) a. Installation requirements: • The supplied system shall include minimum 30 foot long harness from the control enclosure to the test stand bulkhead and an engine control harness from the test engine and FADEC to the test cell bulkhead. • The rack mounted control system shall include provisions for connection to a standalone computer to allow communication to the engine FADEC and for running engine monitoring software. • This effort shall include all hardware and installation of new Electro-Mechanical Throttle Control Servos. b. Installation conditions: • The supplied system shall include detailed operation manual(s) with block diagrams and layouts. • AATD shall provide access and use of existing test cell equipment to complete installation. • To whatever extent possible AATD shall provide details of the existing test cells electrical schematics. Pursuant to FAR 15.101-2, lowest price technically acceptable, acceptability will be evaluated based on the criteria listed above. The applicable North American Industry Classification Standard (NAICS) code is 334519. The small business size standard is 500 employees. Interested parties, to include any authorized distributors, may identify interest and capability to respond to the requirement or submit quotes. The Government will review and consider all quotes received within the closing date set in this notice. The Government retains the sole discretion on whether or not to conduct this requirement competitively based upon information received in response to this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Companies shall reference solicitation W911W6-16-P-0022 in all correspondence with the Government. Specifications, plans, or drawings relating to this procurement described are not available and cannot be furnished by the Government. The successful offeror must submit their invoices through the Wide Area Work Flow website http://wawf.eb.mil. All prospective offerors must be actively registered in the System for Award Management website www.sam.gov, with their FAR and DFARS Report Representations and Certifications completed prior to award. In order to be technically acceptable, the quote should include: a. All items listed above b. Types, quantities and mix of labor hours proposed. Note: This should include hourly rates per labor category. c. Description of all hardware, components, and materials. Note: The quote should include the costs of all hardware, components, and materials. d. Requirement for any Government furnished property/data/support/ facilities. e. Discuss need for and number/duration/destination of proposed trips and number of personnel traveling. Travel per diems should be proposed in accordance with the Joint Travel Regulations (JTR) as found on the Defense Travel management Office website: http://www.defensetravel.dod.mil/site/travelreg.cfm. f. Identify any and all subcontracting proposed. g. Indicate any issues needing special consideration such as procurement lead times, duration of installation process, and dependency of system success on any outside sources, etc. h.
