Description

THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Department of Veterans Affairs, Canandaigua VA Medical Center, 400 Fort Hill Avenue, Canandaigua, NY 14424-1159 intends to enter into a contract on the basis of other than full and open competition with only one source, Barclay Water Management, 55 Chapel Street, Newton, MA 02458, under the authority Federal Acquisition Regulation (FAR) Part 6.302-1 (a)(2) only one responsible source, 10U.S.C. 2304(c)(1) or 41 U.S.C. 253 (c)(1). The requirement is to lease a Barclay's iChlor ® monchloramine generator (to include providing all consumables and the preventive maintenance/repair of the equipment) for disinfection of drinking water at the Canandaigua VA Medical Center. The monochloramine generator will provide the latest in secondary disinfection technology to assure a safe, dependable, and easily maintained secondary disinfection program that meets all drinking water guidelines. The maintenance provider must be able to provide emergency repairs within a two (2) hour response time due to the critical nature of the equipment. The North American Industrial Classification System (NAICS) code for this requirement is 325998, with a corresponding small business size standard of 500 employees. The estimated date of award for this action is April 1, 2016. The intent is to award a sole source, firm fixed price (FFP) contract. This notice is not a request for proposal and no solicitation will be issued. All responsible parties that believe it can provide the stated services should provide supporting documents demonstrating their capability and specifications. A determination by the Government not to compete this proposed contract based on responses to this notice is solely by the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses received will be used for future acquisitions.
