- THIS IS A PRE-SOLICITATION NOTICE ONLY. The National Park Service, Midwest Region Major Acquisition Buying Office (MABO), intends to issue a solicitation for the preparation of the Statement of Significance and Discussion (Section 8) and Bibliography for a National Historic Landmark (NHL) nomination for the Ponca Trail of Tears Segment. The work requires the contractor to prepare a National Historic Landmark (NHL) nomination for the Ponca Trail of Tears that will include the Statement of Significance and Historic Context (Section 8) and a Bibliography in order to designate this nationally-significant property. As part of the historical context of the Ponca Trail of Tears Segment, the nomination will include a discussion of the 1879 ¿Standing Bear vs. Crook ¿ landmark trial of MaNchu NanZhin (Chief Standing Bear). In addition, the contract awardee will also present the NHL nomination to the Landmarks Committee in Washington D.C. when the nomination is placed on their meeting agenda. The project shall apply appropriate National Historic Landmark and National Register guidelines This procurement is 100% Small Business set-aside and is open to all responsible Small Business sources. Type of Contract: Firm Fixed Price NAICS: 541720 (Historic and cultural preservation research and development services) The small business standard is $20.5 M. One (1) firm-fixed price contract will be awarded on a best value basis. Contract Period of Performance: Estimated at twenty (20) months ADO SITE VISIT: Site Visit information will be in the posted solicitation. The Government will award one contract resulting from the solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The solicitation documents will be issued on or about March 31, 2016 and will be posted on Federal Business Opportunities (https://www.fbo.gov/). This notice is for informational purposes only and is not a request for submission of offers. The Government is not obligated to issue a solicitation as a result of this notice. No other information is available until issuance of the solicitation. In order to be awarded a contract an offeror must have a DUNS number, be registered and active in the System for Award Management (SAM), http://www.sam.gov, and have completed their Online Representations and Certifications.
