- A-E Services are being procured in accordance with the Selection of Architects and Engineers Statute (Public Law 92-582), formerly known as the Brooks Act, and implemented in Federal Acquisition Regulation (FAR) 36.6. All submissions will be evaluated in accordance with the evaluation criteria. The Government will not pay, nor reimburse, any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement. Firms will be selected based on demonstrated competence and qualifications for the required work. The NAICS Code for this acquisition is 541310 and the applicable Small Business Size Standard is $7.5M. The area of consideration is RESTRICTED to a 500 mile radius of the VA's St. John Clinic, 247 Veterans Blvd, Reserve, LA, 70084, in which either the A/E Firm's Primary or already established Auxiliary/Satellite Office must be located. Note: The 500 mile radius will be measured by one or more of the nationally recognized commercial free on-line mapping services from the Primary or already established Auxiliary/Satellite Office Address to the above VA address (shortest driving distance option). a. Contract Award Procedure: The proposed A/E services will be obtained by a Negotiated Firm-Fixed Price Contract. Interested parties shall ensure current Licensing and have a current registration in the System for Award Management (SAM) database at https://www.sam.gov/portal and the Vendor Information Pages database at https://www.vip.vetbiz.gov/ as well as have submitted the current cycle VETS-4212 (formerly called VETS-100) Report per the requirements located at http://www.dol/gov/vets/contractor/main.htm. Failure of a proposed SDVOSB to be certified by the VA's Center for Verification and Evaluation (CVE) at the time the SF 330 is submitted shall result in elimination from consideration as a proposed contractor. b.SDVOSB Requirements: In accordance with VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside, a service disabled veteran-owned small business concern agrees that, in the performance of the contract, at least 50 percent of the cost of personnel for contract performance will be spent for employees of the concern or employees of other service-disabled veteran-owned small business concerns. c. Design Costs: All offerors are advised that in accordance with VAAR 836.606-73(a) the total cost of the architect or engineer services contracted for must not exceed 6 percent of the estimated cost of the construction project plus any fees for related services and activities. Additionally, FAR 52.236-22 Design Within Funding Limitations, will be applicable to this procurement action. Design limitation costs will be provided to the most highly rated AE firm selected to complete the design. The magnitude of construction (not design) of this project is between $500,000 and $1,000,000. 1.SELECTION CRITERIA: The Short Selection Process allowed for in FAR 36.602-5 will be utilized so no Interviews will be conducted. The selection criteria for this acquisition are listed below. Note: Each Evaluation Factor below is to be specifically addressed not only through the submission of the SF330s but also in Narrative Format to clearly show how each Evaluation Factor is formally addressed. (1)Professional qualifications necessary for satisfactory performance of required services. (2)Specialized experience and technical competence in the type of work required including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. (3)Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. (4)Capacity to accomplish the work in the required time. Please include information concerning current workload, workload in-place but yet to be started, and workload anticipated for the next 12 months. Please specifically address how this requirement would be met when the above workload is taken into consideration. (5)Quality Control Program with specific demonstrated results of reducing design errors and/or omissions. (6) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. Please address each of these areas individually. The Government reserves the right to also check any applicable data bases for information concerning Past Performance on contracts. (7) Location in the general geographical area of the project and knowledge of the locality of the project. (8) Complete record of all Design Estimates versus Actual Bid Results on all construction projects bid out within the past 3 years of the SF330 due date for this requirement. (9) Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. (10) Record of significant claims against the firm because of improper or incomplete architectural and engineering services. 2.SUBMITTAL REQUIREMENT: This project is a 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns under VAAR 852.219-10, VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside (Dec 2009). All original Standard Form (SF) 330 packages shall be submitted to: VA Gulf Coast Veterans Health Care System Network Contracting Office (NCO) 16 Attn: Bill Geary 400 Veterans Ave, Bldg. T-102, Rm A106 Biloxi, MS 39531 (a) All SF 330 submissions shall be clearly marked with the subject line displaying the Solicitation Number VA256-16-R-0382. The SF 330 form may be downloaded from www.gsa.gov/forms. Completed SF 330's shall include the primary firms, subcontractor firms, and any consultants expected to be used on the project. (b) Firms that meet the requirements listed in this announcement are invited to submit four (4) copies of the completed SF 330 including Parts I and II as described herein and one CD-ROM of the SF 330 submittal as a single pdf file, to the above address no later than 4:00 P.M. (CST) on Thursday, April 14, 2016. FAX AND/OR E-MAIL SUBMISSIONS WILL NOT BE ACCEPTED. Late proposal rules found in FAR 15.208 will be followed for late submittals. (c) Interested firms shall address each of the ten (10) Selection Criteria in their SF 330's and additional documents/submittals. 3.THIS IS NOT A REQUEST FOR PROPOSAL. This requirement is subject to Availability of Funds. 4.PROJECT INFORMATION: Department of Veterans Affairs Southeast Louisiana Veterans Health Care System Design of Electrical Improvements for St. John Clinic 247 Veterans Blvd. Reserve, LA Firm Fixed Price Contract Statement of Work 7-March-2016 1.GENERAL GUIDANCE 1.1.Title of Project: Design of Electrical Improvements for St. John Clinic, 247 Veterans Blvd, Reserve, LA 1.2.Scope of Work: The Contractor shall provide all labor, supervision and resources required to achieve the following: Replacement of one (1) roof in its entirety (approximately 10,000 sqft), installation of photovoltaic system, replacement of lightning protection system, and replacement of automatic transfer switch at the VA St. John Clinic. The contractor shall deliver the requirements stated herein, except as may otherwise be specified in this statement of work. The Architect/Engineer (A/E) for this design shall provide all necessary investigation, verification of as-built conditions, development of specifications, development of cost estimates, development of construction documents, phasing and implementation time as required for the execution of the project referenced above. The A/E shall review all product submittals for construction plan compliance, offer recommendations to the VA concerning all submittals, conduct site visits, review requests for information (RFI), maintain and produce accurate post construction documents for submission to the VA. 1.2.1.This design shall include all site development services and construction services necessary to complete the improvement tasks described herein. 1.2.2.Work shall occur for the following location: 1.2.2.1.St. John Outpatient Clinic, 247 Veterans Blvd (also known as 4004 West Airline Highway), Reserve, LA 70084 1.3.Background: The goal of this project is to improve the overall electrical system located at the St. John clinic through the installation of solar panels, lighting protection and new automatic transfer switch. 1.3.1.The first portion of the project addresses the roof at St. John. There have been multiple repairs completed on the roof at the St. John Clinic. This project should eliminate the patch work that has been completed to date and replace the roof with more reliable materials as well as those conducive to the installation of solar panels, including additional structural supports (as needed). Lightning protection should be installed on the roof as well as this was an item cited during a Facility Condition Assessment (FCA) review. 1.3.2.The second portion of the project is the installation of solar panels at the clinic in hopes of making it electrically independent (or as electrically independent as feasible), provide clean energy to the building and ultimately lead to a reduction in utility costs at the clinic. These panels would be an addition to the already existing solar water heating system that is in place on the roof of the clinic. This system was installed early 2013. 1.3.3.The final portion of this project involves the replacement of the existing automatic transfer switch in the clinic. It was discovered during an FCA that the existing unit has excessive corrosion; because of this, this project would replace (or refurbish) the existing unit. Weather proofing the unit would also be included in an effort to prevent future corrosion. 1.3.4.Note, this clinic is on VA property; therefore the Authority Having Jurisdiction (AHJ) is the Department of Veterans Affairs. 1.4.Performance Period: The Contractor shall complete all designs required under this SOW in 150 calendar days of issuance of the Notice-To-Proceed. Work shall begin no more than fourteen (14) calendar days after receipt of Notice-To-Proceed. Work at the Government site is permissible on Federal holidays or weekends, but subject to approval by Contracting Officer's Representative and/or the CO. 1.4.1.Recognized Federal Holidays: New Year's Day, January 1* Martin Luther King Jr. Day, Third Monday in January Washington's Birthday (President's Day), Third Monday in February Memorial Day, Fourth Monday in May Independence Day, July 4* Labor Day, First Monday in September Columbus Day, October 12* Veterans Day, November 11* Thanksgiving, Fourth Thursday in November Christmas, December 25* 1.4.2.*Note: Federal Holidays that fall on a Saturday will be observed the Friday prior. Holidays that fall on a Sunday will be observed the Monday following. 1.4.3.Construction period services, such as site visits for specific tasks that cannot be completed during "regular work hours" (7:30 am - 4:00 pm), may be required as part of this contract. 1.4.4.The Contractor shall also complete preconstruction, construction and post construction period services upon the completion of the design. The current estimated construction time frame is 200 calendar days, but is subject to change based on final design. This does not include the solicitation period required for bidding the construction of this project. 1.5.Type of Contract: This contract shall be a firm-fixed price. 1.6.Cost Range: The anticipated total cost range for construction is between $500,000 and $1,000,000.
