- MCC-16-RFQ-0082 - BioData Form MCC-16-RFQ-0082 - Combined Synopsis Solicitation The Millennium Challenge Corporation (MCC) is a United States government-owned corporation created in 2004, whose mission is to provide grant assistance to support economic growth and poverty reduction in select developing countries with a demonstrated commitment to just and democratic governance, economic (Compact) with MCC that includes a plan for achieving shared development objectives and the responsibilities of each country in achieving those objects. The Threshold Program (THP) Division of MCC's Department of Policy and Evaluation (DPE) is seeking a full-time Personal Services Contractor (PSC) to serve as the Director for MCC's Sierra Leone Threshold Program. The Director will be based in Freetown, Sierra Leone and will collaborate closely with U.S. Government personnel based at the embassy and the MCC Sierra Leone country team based in Washington, DC. The successful candidate will report to the Managing Director of Threshold Programs in the Department of Policy and Evaluation at MCC Headquarters in Washington, DC. This is an accompanied tour. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a request for quotation (RFQ); the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-87, effective 07 Mar 2016. The following FAR provisions and clauses apply to this acquisition: 1) 52.212-1 -- Instructions to Offerors - Commercial Items, 2) 52.212-2 -- Evaluations - Commercial Items, 3) 52.212-3 -- Offeror Representations and Certifications - Commercial Items, 4) 52.212-4 -- Contract Terms and Conditions - Commercial Items (Alternate I), 5) 52.212-5 -- Contract Terms and Conditions Required to Implement Statutes Or Executive Orders - Commercial Items Please see attached documents for additional details on contract requirements and terms and conditions.
