- Description Subject: Request for Information (RFI) for Computer Assisted Legal Research (CALR) for the Office of General Counsel (OGC), Department of Veterans Affairs (DVA). 1.0 DESCRIPTION The purpose of this RFI is to conduct market research to facilitate the procurement of CALR. The Office of General Counsel at the Department of Veterans Affairs seeks to continue to provide online legal research access service to approximately 900 to 966 OGC users nationwide. This web-based site will be the primary legal research tool for attorneys and staff effective August 1, 2016 through July 31, 2017. The vendor shall supply OGC with online legal research capability and accessibility world-wide 24 hours 7 days per week as befits a national law firm. The vendor must also provide legal and technical assistance via telephone users having difficulties. The description of services applicable to this requirement are described and attached in Attachment 1.0, 2.0, & 3.0. This RFI encourages potential contractors to submit a non-binding statement of interest and documentation substantiating that they have a product they assert meets the stated requirement. Further, the RFI is intended to assess industry's capability to support and/or develop an adequate solution to the Government's continuing need(s). The Strategic Acquisition Center (SAC) is requesting responses from qualified business concerns. The qualifying North American Industrial Classification System (NAICS) code for this effort is 519130 - Internet Publishing and Broadcasting. This RFI is to gain knowledge of potential qualified sources and respective size classifications (i.e., Service-Disabled/Veteran-Owned Small Business (SDVOSB/VOSB), HubZone, 8(a), Small Business, Small Disadvantaged Business (SDB), Woman-Owned Small Business (WOSB), or Large Business) relative to NAICS code 519130. Responses to this notice, will be used by the Government to make appropriate acquisition decisions. After review of the responses to this notice, a solicitation announcement may be published. Responses to this RFI are not considered adequate responses to any corresponding solicitation announcement. All interested offerors would be required to respond to the solicitation announcement in addition to responding to this RFI. 2.0 RFI SUBMISSION INSTRUCTIONS Responses shall clearly identify the RFI number, Company's name, mailing address, e- mail address, telephone and fax numbers, website address (if available), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. PLEASE INDICATE WHETHER YOU OFFER THE MINIMUM SERVICES (See Attachment 1.0, 2.0, & 3.0). No solicitation documents exist at this time; the Department of Veterans Affairs is neither seeking proposals nor accepting unsolicited proposals, and responses to this RFI or Sources Sought cannot be accepted as offers. Any information the vendor considers proprietary should be clearly marked as such. Further, the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI or Sources Sought.
