COMBO with Pricing Schedule(s) in PDF format Evaluation Factors and Evaluation Process/Criteria On-Line curated access licenses to libraries that meet Air Force target communities of Aerospace Engineering and Scientific personnel course needs in courses identified under enclosed course subjects list attachments. Combined Synopsis/Solicitation •(i) This is a combined synopsis/solicitation for the acquisition of commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this announcement. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued •(ii) Solicitation Number: FA8201_16_R_PZIOA_STE_EDU; being issued as a request for quotation (RFQ) •(iii) Solicitation document is issued with incorporated provisions/clauses in effect as of Federal Acquisition Circular 2005-86 •(iv) Extent of Competition 100% Full and Open Small Business Set Aside Status [ ] Yes, [ X ] No NAICS Code 611430 : Professional and Management Development Training Small Business Size Standard $11M (v) CLIN NOMENCLATURE UI Qty Quoted Price/Seat X001 Annual Subscription -Student Access to On-Line curated course library EA 1 See Attached Schedules •(vi) Description of items (services): Firm Fixed Price Student annual subscription fees for access to the specific vendor's library (identified on a given PBA) for the coverage period stated on the resulting call order. Note: This is a requirement for electronic on-line subscription access to the successful offerors library of curated courses (see subject course listings attached to attached Statement of Work. No physical delivery to a government facility will occur so no government acceptance point (DODAAC XXXXXX ) exists. •(vii) Period of Performance/Subscription Coverage is: 01 JULY 2016 to 30 JUN 2021 •(viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, is applicable. Offeror's submitting priced per student license/subscription proposals will be evaluated against the Statement of Work (SOW) attachment 1 'Submission requirements and Evaluation Criteria' (attached hereto) •(ix) 52.212-2 Evaluation -- Commercial Items (Oct 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: •(i) Course offerings fill one or more existing training course requirement as identified under Attachment 2 •(ii) Courses offered meet SE&T mininum evaluation criteria for technical acceptability (b) No contract awards will be issued as a result of selection of successful offerors; rather unfunded BPAs will be issued to successful offerors. Purchase Card funded call orders will be placed once funded requirements are identified and matched to BPAs found to be most advantageous to the government for the applicable training class(es) to be purchased. Decentralized call orders will be made under the provisions of FAR Part 12, Commercial Items, and FAR 13, Simplified Acquisition Procedures. Submit only written offers as oral offers will not be accepted. All firms or individuals responding must be registered with the System for Award Management (SAM). When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
