- Sources Sought Notice The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS) is requesting information regarding the availability of subject matter experts to provide training for the Foreign Animal Disease Diagnostician Course (FADD) and the Veterinary Laboratory Diagnostic Course (VLDC). PURPOSE AND OBJECTIVES: The primary objective of issuing this sources sought notice is to seek information from vendors with the capability and qualifications to provide this training. The purpose of the FADD and VLDC courses is to train a wide variety of veterinarians in the identification and determination of a differential diagnosis of foreign animal diseases in poultry and livestock that are not present in the United States. The training provides all participants the most up-to-date information regarding the foreign animal diseases that present the greatest threat to United States agriculture because of the potential economic impact to our country. The courses provide the opportunity for APHIS, Veterinary Services' veterinarians, state veterinarians, veterinary pathologists, veterinary laboratory diagnosticians, and military veterinarians to work together in the laboratory. APHIS is in need of multiple subject matter experts to coordinate classroom and clinical activities for these foreign animal disease courses: 1) The Foreign Animal Disease Diagnostician Course (FADD) is a 2-week classroom and laboratory training event, with instructor-led lectures, facilitated discussions, clinical rounds in the animal rooms, necropsies, and a simulated Foreign Animal Disease (FAD) Investigation. Each SME is a veterinary pathologist with expertise in foreign animal disease knowledge. 2) The Veterinary Laboratory Diagnostic Course is held once per year and is a one-week classroom and laboratory training event, with instructor-led lectures, facilitated discussions, clinical rounds in the animal rooms, and necropsies. SMEs must maintain a public trust background investigation as well as select agent clearance. CAPABILITIES Please provide a description of your capability to provide these trainings including but not limited to: A. Number of Years as a Doctor of Veterinary Medicine B. Experience in the recognition, diagnosis, and control of foreign animal diseases including foot-and-mouth disease, highly pathogenic avian influenza, exotic Newcastle disease, Peste des Petits Ruminants, African Swine Fever, Classical Swine Fever, Contagious Bovine Pleuropneumonia, Heartwater, Rabbit Hemorrhagic Fever, African Horse Sickness, and Sheep and Goat Pox. C. Teaching experience in the clinical diagnosis and post-mortem necropsy of animals infected with foot-and-mouth disease, highly pathogenic avian influenza, exotic Newcastle disease, Peste des Petits Ruminants, African Swine Fever, Classical Swine Fever, Contagious Bovine Pleuropneumonia, Heartwater, Rabbit Hemorrhagic Fever, African Horse Sickness, and Sheep and Goat Pox. D. Experience in international veterinary medicine, including knowledge of and experience with disease outbreaks in other countries. E. Experience in regulatory veterinary medicine and familiarity with USDA policies. This is not a request for proposals, but instead market research to determine interested vendors prior to issuing a solicitation. A determination by the Government on the method of competing this requirement has not been established. The Government will not award a contract based on this Sources Sought Notice or the information received, nor will it reimburse participants for the information they provide. If you are an interested vendor, please provide the following information: 1) Business name and point of contact; 2) DUNS number and CAGE code; 3) business size; and 4) a brief statement of Capability (no more than five pages) which demonstrates the ability to meet the specialized work requirements above. Include any past performance information on contracts of similar size and scope. Electronic responses are required. Information provided will not be used as a part of any subsequent solicitation requirement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. A determination by the Government not to compete this proposed contract action based on this notice is solely within the discretion of the Government.
