- This is the Single Source Justification for the Elekta System Source exchange and maintenance. Sources Sought: This is a sources sought description to determine availabilty of other sources to supply 2 source exchanges and PMI for the Elekta manufactured High-Dose Rate Brachytherapy sysem located in the Joint Radiation Oncology Center at David Grant Medical Center, Travis AFB, California. This is also a notice of intent to award a sole source contract. David Grant Medical Center intends to award a sole-source contract to Elekta, Inc. THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS DESCRIPTION IS STRICTLY VOLUNTARY. Service Description: Source Exchange Source Cable Exchange System Mechanical, eletrical, and functional checks Post-service safety checks Specifically the following actions will be performed- a. Ir-192 source exchange b. Cable connection (to source) check (worn parts will be replaced) c. Check system battery (worn parts will be replaced) d. Visual examination of all applicator sets e. Visual examination of manufacturer's provided quality control devices f. Visual examination of treatment tubes g. Updates to licensed software h. 24 hour / 7 day per week customer call support i. Treatment planning system emergency service Please reference attached Single Source J&A for information in regards to David Grant Medical Center's intent upon award to Elekta, Inc. The authority for this action is Far 13.106-1(b) Only One Responsible Source and no other supplies or services will satifsy agency requirements. Vendors who wish to respond to this should send responses via email NLT March 16, 2016 at 4:00 PM Pacific Time to heather.shepard.3@us.af.mil. Interested businesses should submit a brief capabilities statement that demonstrates ability to provide similar service that fully satisfies requirement to perform source exchanges and preventative maintenance on the Elekta HDR System The decision for which level of competition will be sought to award this contract will be based upon attached J&A and responses to this sources sought post.
