- MARKET SURVEY - Request For Information (RFI) -NIOSH Certified M53 Mask System, W911SR-16-R-00008 The Joint Project Manager for Individual Protection is issuing this sources sought announcement as part of a market survey for production of M53 Mask Systems that are NIOSH certified for Full-Facepiece Air Purifying Respirators (APR) for use against Chemical, Biological, Radiological and Nuclear (CBRN) agents. The performance requirements of the NIOSH certified M53 Mask Systems is specified in the performance specification EA-M-10006A, which is an attachment. Experience with large volume production (in excess of 15,000 systems/year) of NIOSH certified mask protection systems. 2. Production facility operations certified to a Higher Level Quality Requirements per Federal Acquisition Regulation (FAR) 46.202-4. Examples of higher-level quality standards are ISO 9001, 9002, or 9003; ANSI/ISO/ASQ Q9001-2000; ANSI/ASQC Q9001, Q9002, or Q9003; QS-9000; AS-9000; ANSI/ASQC E4; and ANSI/ASME NQA-1. 3. Familiarity with MIL-STD-129 uniform-in-the-clear and machine-readable marking requirements to facilitate safe handling and efficient receipt, storage, and shipment. 4. Familiarity with Statement of Standard for CBRN Tight Fitting Air Purifying Respirator (APR), 4 April 2003. 5. Familiarity with MIL-STD-882E, System Safety, 11 May 2012 (This Standard is available from: http://quicksearch.dla.mil/.) 6. Effective management of production scheduling and cost controls. Interested parties should submit the following for consideration by 16 March 2016: 1. Company information to include name, address, DUNS number, point of contact, phone number and email address and all teaming or partnering plans. 2. Copy of or listing of Quality Management Systems certifications or references. 3. Description(s) of its product(s) and pricing. Product information should include design and performance characteristics and compositions of all existing Mask Systems the interested party has manufactured. 4. Estimated project schedule to achieve Mask System production rate of 15,000 Masks per year. 5. The response to this announcement should be no more than 25 pages in length. This request for information announcement does not constitute an Invitation for Bids (IFB), Broad Agency Announcement, a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U. S. Government is in no way liable to pay for or reimburse companies or entities that respond to this announcement. All costs incurred by interested companies in response to this announcement will NOT be reimbursed. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organizations' capabilities. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Although it is highly encouraged, not responding to this RFI does not preclude participation in any future solicitation. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Government and will not be returned. Proprietary, confidential, privileged commercial or financial information submitted in the RFI response should be marked accordingly to ensure appropriate handling and disposition by the Government. No classified information shall be submitted in the RFI response. Only Government personnel will have access to information marked as proprietary.
