Description
Clarification Answer to Q&A Question No. 38, Amendment 004 AMENDMENT 004 (DATED MARCH 7, 2016) The purpose of this amendment (A004) is to clarify the Government solicitation answer to Q&A industry question No. 38, previously provided in amendment A003 (see attachment). AMENDMENT 002 (DATED FEBRUARY 16, 2016) The purpose of this amendment is as follows: 1. Section L.5: Proposal Due date changed FROM February 17, 2016, 13:00 Eastern Standard Time TO February 25, 2016, 16:00 Eastern Standard Time; 2. Section C.5.2.2 (page 14)is replaced with the attached: C.5.2.2 Mobile Patrol The Contractor will provide Mobile Patrol services for residential and official facilities in accordance with Exhibit A. The guard-drivers in the Mobile Patrol must be qualified drivers with valid driver's license and good driving records. Both must be fully equipped as any other guard and in the same uniform. Both employees must be fully qualified as reaction team members. All Mobile Patrol agents will receive advance certification training in reactionary response, including command and control tactics, advanced self-defense and compound clearing tactics and advanced equipment training, etc. There are approximately one (1) compound and thirty (30) residences located in two (2) Zones patrolled by the mobile units. A minimum of two (2) mobile patrol units are required. The distance covered by the two (2) mobile patrol units will total approximately 6,000 kilometers per month. Scheduling for the patrol shall vary to prohibit anticipating its route. The Contractor shall provide a sufficient number of vehicles to assure continued availability for the Mobile Patrol operations during the day and night hours as specified in Exhibit A. The Contractor shall maintain the ability to accommodate mechanical failure, regular maintenance, or any other foreseen or unforeseen event without having any lapse in coverage. All vehicles shall be marked with a COR-approved logo. MENDMENT 001 (DATED JANUARY 8, 2016) The purpose of this amendment is to revise the following dates in the solicitation from: (1) Section L.1: Site Visit, date changed FROM January 5, 2016, to January 14, 2016 at 10 a.m. local time at the U.S. Mission Burundi; (2) Section L.1: Offerors submittal of Site Visit attendees Information date changed FROM December 30, 2015 TO January 11, 2016; (3) Section L.5: Proposal Due date changed FROM February 2, 2016, 13:00 Eastern Standard Time TO February 17, 2016, 10:00 Eastern Standard Time; AND (4) Section L.9: Questions from Offerors Due Date changed FROM January 12, 2016 TO January 20, 2016, 13:00 Eastern Standard Time. ================================= ALL INTERESTED OFFERORS WILL NEED TO COMPLETE AND RETURN A RESTRICTED ACCESS REQUEST FORM IN ORDER TO BE GRANTED ACCESS TO THIS REQUIREMENT. The U.S. Department of State (DOS) has a requirement for a qualified Contractor to provide Local Guard Services at the U.S. Embassy in Bujumbura, Burundi. The Government requires a secure environment to conduct their mission. The Contractor shall provide the organizational structure, management, and qualified staff at levels adequate to meet or exceed the requirement contained in the Performance Work Statement. The Contractor shall be required to provide services in a manner that prevent loss or injury to U.S. personnel, dependents, property; destruction of assets; to prevent unauthorized access; and deter potential terrorist attacks. Anticipated period of performance is one base year and four one-year options (to be exercised at the sole discretion of the Government). All contracted personnel, regardless of nationality, will be required to pass a background investigation conducted by the Contractor and a separate background investigation conducted by the U.S. Government to certify their suitability for employment under this contract. Offerors are requested to provide notice of their interest in the solicitation (i.e., name of representative, name of firm, address) to Rene A. Servin at ServinRA@state.gov and William Todd at ToddWE2@state.gov. Please reference "SAQMMA14R0195 – Bujumbura Solicitation" in the subject line of the email. PHONE CALLS WILL NOT BE ACCEPTED. Offerors shall have an active registration on the System for Award Management at https://www.SAM.gov. Offerors shall ensure that the point of contact (POC) identified on the Restricted Access Request form provides his/her full name, including first, middle (if applicable), and last name. The POC's full name shall be identical to the full name as registered in www.SAM.gov and www.FBO.gov. No paper copies of the solicitation will be mailed. All dates contained in the solicitation are subject to change. If any change is made to the solicitation, an amendment will be released via FedBizOpps (FBO). In accordance with 22 U.S.C. § 4864, the Government will give preference to offerors qualifying as U.S. persons or U.S. Joint Venture Persons. The contract will be awarded to the best technically acceptable proposal with the lowest evaluated price.
