- 1. CONTRACT INFORMATION: This contract is being procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. The services will consist of hydrographic survey work and possibly secondary topographic survey work to support engineering, design operations, maintenance, and construction of various navigation or flood control projects within or assigned to the Philadelphia District. One Indefinite Delivery Contract will be negotiated and awarded with a five-year base period. The amount of the contract will not exceed $3,000,000. Work will be issued by negotiated firm-fixed-price task orders. North American Industrial Classification System code is 541370, Surveying and Mapping (except Geophysical), which has a size standard of $15 Million. This contract is set-aside for small businesses only. The wages and benefits of service employees (See FAR 22.10) performing under these contracts must be at least equal to those determined by the Department of Labor under the Service Contract Act, as determined relative to the employee's office location (not the location of the work). 2. PROJECT INFORMATION: The primary work under this contract is hydrographic survey work, which is to be performed in accordance with surveying procedures as outlined in U.S. Army Corps of Engineers Hydrographic Surveying Manual, EM 1110-2-1003, dated 30 November 2013. Secondary topographic survey work may also be required, and is to be performed in accordance with surveying procedures as outlined in U.S. Army Corps of Engineers Engineer and design: Control and Topographic Surveying Manual, EM 1110-1-1005, dated 01 January 2007. Work will normally be conducted within the geographic boundaries of the Philadelphia District, including, but not limited to the Delaware River and Bay and their tributaries in New Jersey, Pennsylvania and Delaware, the Chesapeake and Delaware Canal, coastal regions of New Jersey and Delaware and the inland lakes and dams maintained by the Corps. Work outside the District's boundaries may be required. Work may be in support of Civil, Military or the Support for Others programs. Responding firms must be familiar with USACE requirements and regulations. The selected contractor will be required to furnish information using state-of-the-art electronic data collection equipment, including Real Time Kinematic and Differential Global Positioning Survey Systems and the ability to post process collected data into the required digital formats including but not limited to Hypack 2015, AutoCAD Map-3D 2013 and ArcMap 10.2.2. 3. SELECTION CRITERIA: The selection criteria for this particular project are listed below in descending order of importance: a. Specialized experience (demonstrated minimum of 3 years) in hydrographic and topographic surveying procedures and related work. To meet this criterion, the selected contractor shall have documented experience in the following surveying applications, which is typical of the work required under this contract and as outlined below: • Beach erosion and replenishment monitoring surveys utilizing state-of-the-art methods • All modes of GPS, which shall include static, kinematic, RTK, and Post Processed Kinematic • High resolution multi-beam Sweep Surveys • High resolution side scan sonar surveys • Investigation requiring the use of Remotely Operated Vehicles (ROV) for visual or digital imaging • Surveys using high resolution imaging sonar • Bottom surface or core sampling, testing and analysis • Magnetometer Surveys • Environmental monitoring and Wetlands restoration surveys and studies • Wreck and underwater obstruction/site investigations • Singlebeam hydrographic surveys, utilizing industry standard survey grade depth recorders at both high and low frequencies • Jetty/groin surveys • Topographic survey capabilities to augment hydrographic surveys • Over-bank surveys • Hydrological/hydraulic surveys/studies • Monitor dredge disposal sites • Surveys of bulkhead or property boundary to determine construction easements on beach replenishment or coastal structure rehabilitation projects • 40-hour OSHA training for work for HAZMAT sites • Provide information that all vessels are safe, suitable and meet U.S. Coast Guard requirements and are available and will be used for operations in the waters where the referenced surveys are to be conducted and that qualified and experienced personnel are available and will be utilized to operate the vessel and related surveying equipment. b. Professional qualifications of the available personnel necessary for performance of the services. Professional land surveyor license and NSPS/THSOA (formerly ACSM) hydrographer certification are preferred. The evaluation of professional qualifications will consider education, training, professional registration, organizational certifications, overall relevant experience and longevity with the firm. c. Capacity of the firm to accomplish multiple task orders within time and cost limitations. d. Past performance on relevant Department of Defense contracts will be a factor, however, lack of such performance will not necessarily preclude a firm from consideration. Past performance on DoD and other contracts with respect to cost control, quality of work, and compliance with performance schedules, as determined from ACASS and other sources. e. Extent of participation of Small Business (including women-owned), Small Disadvantaged Businesses, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the estimated effort. f. Location of the firm in the general geographic area of the district and knowledge of the locality of the project will be a secondary selection criteria element provided a sufficient number of qualified firms respond to this announcement. 4. SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform this work must submit one completed hardcopy SF 330 Part I and II (revised 3/13) for the prime firm and prepare a separate Part II for each firm that will be part of the team proposed and submit it with Part I. If a firm has branch offices, submit a separate Part II for each branch office that has a key role on the team. Submissions should be sent to: U.S. Army Corps of Engineers, Philadelphia District, Wanamaker Building, 100 Penn Square East, ATTN: Megan R. Coll, Philadelphia, PA 19107-3390 not later than the close of business on the 30th day after the date of this announcement, which is the response date indicated above. If the 30th day is a Saturday, Sunday or Federal holiday, the deadline is the close of business of the next business day. No electronic submissions will be accepted. All contractors must be registered in the DoD's System for Award Management (SAM) database as required by DFARS 204.7300. Failure to be registered in the SAM database may render your firm ineligible for award. All firms are encourages to register as soon as possible. Information regarding this registration may be obtained at http://www.SAM.gov. As part of the submittal, it is required that all responding firms clearly present billing amounts for all Corps of Engineers work as well as other Department of Defense work for the 12 months preceding this announcement. As a requirement for negotiations, the selected contractor will submit a quality control plan for Government approval that will enforced through the life of the contract. The Contracting Officer reserves the right to terminate negotiations with firms that do not respond to Government requests for proposal, information, documentation, etc. in accordance with established schedules. Solicitation packages are not provided and no additional project information will be given to firms during the announcement period. This is not a request for proposal.
