- THIS IS A Sources Sought Notice ONLY. The U.S. Government desires to procure INSPECTION, PREVENTIVE MAINTENANCE, ASSESSMENT AND REPAIR OF ELEVATORS AND WHEEL CHAIR LIFTS, POST-WIDE on a small business set-aside basis, provided two (2) or more qualified small businesses respond to this sources sought synopsis with information sufficient to support a set-aside. Be advised that the U.S. Government will not be able to set aside this requirement if two (2) or more small businesses do not respond with information to support the set-aside. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government wide Point of Entry. It is the responsibility of potential offerors to monitor the Government wide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS is 238290 Other Building Equipment Contractors, $15M and includes providing INSPECTION, PREVENTIVE MAINTENANCE, ASSESSMENT AND REPAIR OF ELEVATORS AND WHEEL CHAIR LIFTS, POST-WIDE. The following is a list of required tasks that shall be performed in regards to this requirement: BACKGROUND: Fort Campbell has approximately 46 total Elevators and Lift Inventory in several building across the installation. The SAFETY AND HEALTH REQUIREMENTS MANUAL (EM 385-1-1), Section 24.G, PERSONNEL HOISTS AND ELEVATORS requires all elevators "operating in permanent hoist ways on the permanent guide rails for handling personnel during construction shall be in compliance with ANSI/ASME A17.1." Further, ANSI/ASME A17.1 Safety Code for Elevators and Escalators requires all elevators to be inspected and conform to the manufacturer's requirements. Both Kentucky and Tennessee have elevator inspection programs which require elevators within their boundaries to be inspected. The inspection process, while necessary, requires an active preventive maintenance and repair program as its foundation. This requirements contract is preventive maintenance based. An assessments, using preventive maintenance inspections, are used to identify any maintenance needed to support the continued full and continuous operation of each elevator. After all required repairs are made, a Certification Inspection shall be performed and a Certificate of Operation issued. SCOPE: The work covered by these specifications consists in furnishing all plant, labor, equipment, appliances, and materials in performing all operations in connection with the Inspection, Preventative Maintenance (PM), Assessment, and Repairs of Elevators and Wheel Chair Lifts at Fort Campbell, Kentucky, complete in strict accordance with, these specifications and as specified herein. Drawings associated with this requirement are presently on file at DPW Engineering Design Branch and will be made available to the successful offer on CD. Note that not all building drawings are available. Therefore, the contractor is responsible for verifying the existing conditions. Contractor shall supply all material, labor and equipment as required to perform any ancillary work indicated and/or specified. WORK TO BE DONE: Inspection/testing and Preventative Maintenance (PM) Perform Inspection/Testing and PM of elevators and wheel chair lifts as indicated. Perform the required Inspection/Testing AND PM in accordance with the type and frequency of tasks identified. After scheduled inspection and testing the contractor shall provide an electronic report submitted to the Contracting Officer by the 5th working day after such scheduled inspections. In addition to all recommended and required maintenance it is expected that the contractor shall include minor items such as adjustment of switches, tightening bolts and nuts, sufficient troubleshooting to determine bad parts, etc. The government may decide to perform repairs issued as delivery orders using Time and Materials. The contractor shall provide a deficiency list with the recommended repair using labor hours and material prices based on the appropriate FAR clause. Inspect, test, repair, and maintain all elevator equipment to assure safe and reliable operation. Perform all inspections, preventive maintenance, repair and certifications specified in this contract. Maintain the elevators and associated equipment in a safe, clean, quiet and smooth-riding condition. Provide as required, all lubricants and hydraulic fluids as recommended by the manufacturer and shall furnish and replace as required the following parts at no additional cost: brushes, copper and carbon contacts, contact springs, door and gate contacts, signal lamps, and required cleaning materials, hanger rollers, door gibes, door up thrust rollers, car and counterweight roller guide wheels and/or liners. Perform Biannual Preventive Maintenance Inspections and associated repair on each elevator. Perform annual Certification Inspections and five (5) year load tests by a Qualified Elevator Inspector. Inspect all sump pumps in Elevator shaft for proper operation to include electrical connection, float switch operation and proper discharge into building drainage system. ADDITION AND REMOVAL OF ELEVATORS AND WHEEL CHAIR LIFTS It is expected that additional elevators and wheel chair lifts will be added to the inventory during performance of this contract. Additional equipment will be added at the existing unit price of the current option period and for any remaining option periods. Removal due to demolishing facilities, removal or condemnation may also occur and will be removed in the same manner. The Contracting Officer at any time may notify the Contractor to suspend or discontinue the prescribed service in the event a facility is vacant or unoccupied for a period of time or if a door is replaced and is covered for maintenance under such replacement warranty period. REPAIRS: Repairs may include but are not limited to, repair of elevator controllers, door controllers, relays, contactors, overload relays, rebuilding of motors/generators, installation/replacement of new drives, replacement of car slings, hoist cables, governors, governor cables, governor tail sheaves, bearings, replacement of hoist way doors, car doors, car gates, door operators, ceiling panels. The Contractor, with KO authorization, may be called on to perform other construction or maintenance to include: a. repair, refinish, or replace cab enclosures, cab floors, cab door panels, hoist-way door panels, frames and sills, hydraulic cylinders, main power disconnect switches and feeder to the controller, b. Repair, reset, adjust or replace elevator components or associated equipment necessary resulting from misuse, fire, water, theft, or an Act of God. c. Perform services to improve or upgrade elevator components including the installation of any new attachments or features. d. Be present at specific times to ensure proper operation of elevators during events. e. Repair or replace elevator components excluded from regular preventive maintenance. In response to this sources sought, please provide: 1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. 2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. 4. Information to help determine if the requirement (service) is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc. 5. Identify how the Army can best structure these contract requirements to facilitate competition by and among small business concerns. 6. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition. The government shall not be liable for or suffer any consequential damages for any technical information identified (e.g., limited and/or restricted rights). This is a market research tool being used to determine procurement strategy.
