Description
THIS IS A SOURCES SOUGHT NOTICE ONLY for market research purposes to identify interested vendors for the potential requirement detailed below. A formal solicitation and performance work statement are not available. Additionally, in accordance with FAR 19.5, Set-Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement, should it come to fruition. The US Geological Survey (USGS) has a potential need for service contracts for the Government's existing Agilent Accurate Mass Quadruple Time-of-Flight (QTOF) Liquid chromatography/mass spectrometer (LC/MS), (includes model 6530 Q-TOF, 1290 LC, 1290 variable wavelength detector, 1260 isocratic pump, dual Agilent Jet Spray ESI Source, APCI source, APCI GC source, PC and monitors) and Agilent Triple Quadruple (QQQ) LC/MS System, (includes model G6460A QQQ, 1260 LC, 1260 diode array detector, Agilent Jet Spray ESI source, PC and monitors). The service contract shall include the following features: (1) Experience in serving the above listed machines; (2) Telephone support service to isolate and resolve hardware and software problems; (3) Service Center Repair; (4) On-site hardware troubleshooting and repair with a standard response time of 2 to 3 days; (5) Repair of Agilent provided PCs and monitors that are less than 3 years old; (6) Replacement guarantee if machines cannot be fixed; (7) Unlimited On-site Repair Visits - unlimited unscheduled troubleshooting and repairs to the machines (must include both travel and labor); (8) Parts Required for Repair - any and all factory recommended parts (including consumables) required for services to machines; (9) Extra Supplies Required for Repair - any and all factory recommended supplies required to complete maintenance for the machines; (10) Factory recommended software updates; (11) Annual On-Site Preventative Maintenance - one preventative maintenance site visit during the year for each machine; and (12) Hardware upgrades and software updates as needed. Provider of service shall supply any and all parts, hardware and software that are compatible with the machines. The North American Industry Classification System (NAICS) code is 811219 and the size standard is $20.5M. There is no incumbent contractor. All business concerns who believe they can responsibly perform this requirement should submit the following information to the contracting officer no later than 3PM MST Monday, March 21, 2016: 1.Capability statement describing corporate expertise and technical qualifications in the work described above. 2.Past performance information describing other contracts for similar services your company has been awarded. Past performance information should be submitted for projects conducted within the last three years and include: project title, location, whether the work was as a prime or subcontractor, contract/subcontract dollar value, type of contract, percentage of self-performed work, and overall performance rating received. 3.Small business status of vendor (8(a), HUBZone, SDVOSB, etc.) 4.Point of contact information for vendor, Cage Code, and D&B Number. Submissions should be emailed to the Contracting Officer at mhutchison@usgs.gov. Responses should be limited to 10 pages. NOTE: All information submitted in response to this announcement is voluntary - the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Materials submitted to the Government for review will not be returned. Respondents will not be notified of the results of the evaluation. This is not a request for proposals. The Government does not intend to award a contract based on responses received under this announcement.
