AMENDMENT 0002 under solicitation #PANAPG-16-P-00006361 is hereby issued to extend the closing date and time and respond to contractor inquiries. The closing date is re-established to Tuesday, 08 March 2016 @ 10:00A.M Eastern Time (ET). Proposals must be dated and received by Denise Thomas @ email address denise.thomas29.civ@mail.mil (preferred method) or via U.S. mail at: US Army Contracting Command, Aberdeen Proving Ground, Edgewood Division, Building E4215 Austin Road, Aberdeen Proving Ground, MD 21010. Acknowledged all amendments and submit proposals to Contract Specialist, prior to the above re-established closing date and time. All terms and conditions, requirements, and specifications of the original solicitation remain the same. No telephone requests will be honored. Universal Fabric Structure Questions and Answers (Q & A) Question 1 Upon review of this RFQ, it would seem that the Government would save a lot of time and money procuring a new TFS with a tunearound install. Is this something that might be acceptable? We would be able to provide and install the complete structure without fault in a timely fashion if able. It would be hard to quote installing a structure that has key missing parts especially when we are unaware of what parts are missing. Also, I do not see a size, nor do I see a complete spec list of the structure. I looked up the model you are requesting to erect, but even the manufacture's site is vague on the specifications. Answer - The tent being built is a custom designed TFS-RV structure that was purchased by the government in 2009, but has never been erected. It has the following attributes. The main structure is approx. 60'x41' with a roll-up door and single personnel door on one end and a roll-up door and double personnel door on the other end. Attached to the double personnel door is an approx. 42'x10' structure with 2 internal single doors and a door at the end. On the other end of the main structure is an approx. 20'x15' structure that connects against the roll-up door and has its own roll-up door at the end. The structure has an outer fabric layer, an inner fabric layer, and insulation. The contractor is not responsible for installing the insulation, electrical, lighting, or HVAC kits. The kit will be onsite at Tooele Army Depot before 7 March 2016. The awardee can begin constructing the structure as soon as three days after award. The Government will provide the tent kit, portable bathrooms, and 4-6 Government employees to oversee and assist with the construction. The awardee may work extended hours on Monday through Saturday, but not at night. Sunday hours may be permitted, if required. Contractor personnel must wear clothing appropriate for a worksite, including high visibility shirt or vest, hardhat, safety shoes, etc. The structure needs to be fully assembled by 15 April 2016, however the Government will be flexible should missing parts not be available or should the Government be responsible for the delay. The awardee is responsible for bringing equipment and supplies to build the structure, to include booms, lifts, and/or forklifts. The awardee is welcome to keep store their equipment and tools at the site. The awardee is not responsible for permitting, engineering, site survey, or related functions. As stated in the PWS, the Government anticipates there may be $20,000 worth of missing or broken parts in the kit. Offerors are asked to build that into their cost estimate. Any part beyond the $20,000 will be purchased by the Government or added as a modification to the contract. As stated in the PWS, this structure is being installed on a US Army installation. The awardee's employees will need to be US citizens with valid government-issued ID. All vehicles must have valid registration and may be inspected upon entry to the installation. Question 2 I need you to email me the size shelter you are looking to purchase for the Tooele Army Depot (TEAD) in Tooele, Utah? The SOW (listed at the bottom of this page) calls for the Installation of a (UFS) Universal Fabric Structure. However several people have asked me to give them a quote, but the size of the shelter is not shown in the SOW? Please email me the size of shelter I need to quote for you and you team to consider as an alternative for the (UFS) shelter, so we can quote our Big Top shelters and conduct a complete Installation. Answer - See response to Q1. Question 3 Is the structure brought? Answer - See response to Q1. Question 4 Approx. size of the structure to be set up Answer - See response to Q1. Question 5 Are we able to work longer hours? Answer - See response to Q1. Question 6 Will we be supplying the Booms, Lifts, & Fork lifts? Answer - See response to Q1. Question 7 Will there be the Heating/Air unit or do we buy new? Answer - See response to Q1. Question 8 Are there any lights or wiring? Answer - See response to Q1. Question 9 Is the fabric their (side walls & top)? Answer - See response to Q1. Question 10 Any doors? If so, how many & size? Answer - See response to Q1. Question 11 Are there restrooms on site? Answer - See response to Q1. Question 12 Is there storage for tools? Answer - See response to Q1. Question 13 Where do we do the bid? Can we get a clarification on this please? Answer - See response to Q1. Additionally - In the PWS - Section: 10.0 PERIOD OF PERFORMANCE the following is changed to read as: Delete: Period of performance for this effort shall be one month (from date of award and ending 31 March 2016). Work shall be performed on site at Tooele Army Depot. Replace with: Period of performance for this effort shall be one month. Work shall be performed on site at Tooele Army Depot. Question 15 Are there any Penalties for not completing by the specified date? If yes what are they? Answer - See response to Q1. Question 16 What is the earliest date we can arrive to site and start work? Answer - See response to Q1. Question 17 In requirement #6, it states the government will provide all equipment and supplies, yet in #3 it states the opposite. Can we define what "equipment" is? We would typically consider equipment as forklifts, manlifts, or other rental type tool required to handle or assemble the building components? Answer - See response to Q1. Additionally - In the PWS - Section: 6.0 GOVERNMENT FURNISHED PROPERTY AND ASSISTANCE, the following is changed to read as: Delete: The Government will provide all equipment and supplies needed to install the structure. Replace with: Refer to PWS - SECTION 3.0 REQUIREMENTS Question 18 What specific "equipment and supplies" will the Government provide to install the structure? Answer - See response to Q1. Question 19 What "equipment, tools, and materials," specifically will cost "approximately $20.000." and who is responsible for this? Answer - See response to Q1. Question 20 Not available or missing parts will be a change order? Answer - See response to Q1. Question 21 Installation of electric, lighting, heating and a/c is not a responsibility of UFS correct? Answer - See response to Q1. Question 20 What happens if missing parts can't be obtained by the completion date? Answer - See response to Q1. Question 21 Any special security measures as far as clothing and/or vehicle needs to be on premise? Answer - See response to Q1. Question 22 Is the trailer with our tools allowed to stay on-site? Is there a fee to leave it there? Or a permit needed? Answer - See response to Q1. There is no fee or permit required to keep tools at the site. Question 23 Hours we are allowed to work is Monday through Friday 7:30am to 4:30pm and nothing more... is this correct? Also can we get a copy of JTR referenced in #10.2 so we stay in compliance with their requirements? Answer - See response to Q1. The JTR can be found at http://www.defensetravel.dod.mil/Docs/perdiem/JTR.pdf Question 24 To maintain schedule, can we work 10-12 hour days & Saturdays and Sundays? Answer - See response to Q1. Question 25 Is Good Friday considered a Federal holiday? Answer - No. Question 26 Do we have the policies and procedures referenced from TEAD? Just to make sure we comply and are able to comply with no surprises? Answer - Local safety and security requirements will be provided after award. Question 27 Are per diems, mileage, travel, lodging general expenses to be included as a firm fixed bid? Answer - Yes. Question 28 Are any Payment or Performance bonds required? Answer - No. Question 29 Forms for accidents - do we use our forms or other forms from the COR do you have copies of the forms? Answer - The awardee's accident forms are acceptable. Question 30 To maintain schedule, can we work 10-12 hour days & Saturdays and Sundays? Answer - See response to Q1. Question 31 Is Good Friday considered a Federal holiday? Answer - No. Question 32 What are the insurance requirements for the service? Answer - None. However, contractors have workman's compensation. Question 33 10.5 Physical security - what is our specific role in safeguarding the site/ merchandise? Answer - Government provides site security. Question 34 Is this a service only contract? So the government will be the responsible party for all permitting, engineering, site survey, foundations and materials /building products? Answer - See response to Q1. Question 35 What are acceptable payment terms? Answer - Refer to: 52.212-4 CONTRACT TERMS AND CONDITIONS-- COMMERCIAL ITEMS (MAY 2014) Prompt Payment Act Payment to a small business within 30 days after receipt of the invoice. Question 36 We can provide an engineering review and letter outlining the tent's compliance, is this acceptable? Answer - Yes Question 37 The government has this allowance (20K) set aside and does not be included in our bid correct? What if the contingency if the costs are greater? Answer - See response to Q1 Question 38 The drawing package we have obtained consists of the main structure, a vestibule structure and larger corridor structure. These are the ‘for construction' drawings as provided by UFS. We will be able to support and build all these structures. There is no reference to heating, HVAC or electrical and because UFS is not a mfg. nor supplier of these items, where and what do these items consist of? We do not understand the electric/lighting, heating/air conditioning requirements as there is no mention to heating units, any electrical etc. - is this a support request only? (I.e. hanging load compliance, framed penetrations etc.) for work performed by certified electricians? Answer - See response to Q1. Question 39 Will the government have an electrician for all connections? Answer - See response to Q1. Question 40 Is there metal welds required currently that anyone is aware of? Answer - No, only membrane welding. Question 41 In our experience, major membrane deficiencies are best welded in a controlled shop utilizing a molecular breakdown (on an RF machine). Has this been factored in or will you accept all field welds regardless of recommendation? Answer - The Government anticipates field welds will be acceptable, but will consider this on a situational basis. Question 42 Will we be allowed to do a complete site inspection and inventory in advance of a complete build to ensure all parts are ready prior to a complete mobilization? Answer - Yes, in Utah Question 43 Should we price an initial inventory and then the construction of the 3 tent structures? Answer - Yes. Question 44 If the government will be able to provide labor needed....should we only be providing a supervisor and technical representative or do you want a turnkey crew to build the tent structures? Answer - See response to Q1. Question 45 Will the government be able to support the HVAC and electrical with awardee guidance on attachment and working within the structures? Answer - See response to Q1. Question 46 If any changes in clearances, security procedures changes occur will we be able to bill for additional costs incurred because of these changes? Answer - No changes in clearances or security procedures are anticipated, but the Government will modify the contract as necessary if these do arise. Question 47 Can we assume that the period of performance will be changed? If major issues, structural or integral, during inspection are uncovered, will this be extended? Answer - See response to Q1. Question 48 Should we assume no weekend work is allowed? Answer - See response to Q1. Question 49 Will we be able to do a site inspection prior to mobilization to coordinate and work with the client on most efficient practices? Answer - Yes Question 50 Can we assume that the period of performance will be changed? If major issues, structural or integral, during inspection are uncovered, will this be extended? Answer - See response to Q1. Question 51 Should we price in a complete crew or just a 1 man? Is the government performing the construction and we are just providing a supervisor? Answer - See response to Q1. Question 52 Will the government have HVAC, heating/AC and electricians on site? Answer - See response to Q1. Question 53 Please clarify if you want us to provide a complete construction crew or a # of men to oversee and confirm compliance with standard installation procedures. Answer - See response to Q1 Question 54 What engineering is required on site? Answer - None. Question 55 Will PE stamped packages be required? Answer - No. Question 56 Electrical and HVAC requirements. What is there? What is needed? Answer - See response to Q1. Question 57 The solicitation mentions labor assistance may be available on site. What is the bidder supposed to assume in their bid price? A technical supervisor? A full crew? Equipment? Answer - See response to Q1. Question 58 Without an appropriate inspection, how can we tell whether the $20k is sufficient to cover all required replacement parts? And is the $20k supposed included or excluded from our bid price? Answer - See response to Q1. Universal Fabric Structure (UFS) PWS revised In the PWS - Section: 3.0 REQUIREMENTS, the following is changed to read as: Delete: "Installation shall include all vestibules, insulation, electric and lighting, heating and air conditioning, and welding and sealing of all seams." Replace: "Installation shall include all vestibules and welding and sealing of all seams. The contractor is not responsible for installing insulation, electric and lighting, or heating and air conditioning.
