- This is a NOTICE OF INTENT to negotiate on a sole source basis with American University Washington College of Law, Academy on Human Rights and Humanitarian Law for the provision of Human Rights and Humanitarian Law education services. This procurement is being conducted as a commercial item; the award of a firm, fixed priced, non- personal services contract is anticipated. The resultant purchase order will support the provision of education courses at American University for practicing attorneys from Mexico. The contractor will be required to provide the following: Graduate level human rights training tailored for practicing attorneys; Training tailored to the inter-American society; and Training taught in Spanish. American University is unique as it focuses on Central and South American human rights issues and meets the above listed requirements of the Government. Training is to be provided to the Government of Mexico International Military Students (IMS). The period of performance is 13 weeks starting from 25 April 2016 and ending 29 Jul 2016. American University, Washington College of Law, Academy on Human Rights and Humanitarian Law shall provide training for ten (10) military students from Mexico. The curriculum shall be taught in Spanish. The program is for Mexican International Students with a current law degree. Mandatory exams are to be completed on-line in Mexico after completion of the training courses. American University will also provide on-site billeting for students during the summer academic session for a total of 20 nights per student. Interested offerors may identify their interest and capability to respond to the requirement. This notice of intent IS NOT a request for competitive quotes; however, all responses to this sole source determination received within three days after date of publication of this notice of intent/synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The NAICS code is 611310 and the size standard is $27.5 million, FSC U099. The policies contained in FAR Part 12, Acquisition of Commercial Items, will be used. The full solicitation and all amendments will only be available at http://www.neco.navy.mil.
