Draft Statement of Work for CMS VTC support efforts DEPARTMENT OF HEALTH & HUMAN SERVICES Centers for Medicare & Medicaid Services 7500 Security Boulevard, Mail Stop C2-21-15 Baltimore, Maryland 21244-1850 MEMORANDUM March 04, 2016 To: Small Business Contractors From: Alan Fredericks, Contracting Officer Subject: Request for Information (RFI) for "Video Teleconferencing (VTC) / Webex Operations Support" 1. CMS is contemplating an acquisition for "Video Teleconferencing (VTC) / Webex Operations Support." Enclosed with this memorandum is a draft Statement of Work (SOW). 2. This draft SOW is provided in order to facilitate your understanding of the requirements and your ability to submit a proposal in response to the requirements in the event a final Request for Proposal (RFP) is issued. CMS is also interested in receiving feedback from current/potential industry partners regarding means to refine the requirements in order to better achieve the agency's objectives. Accordingly, Contractors are invited to review the contents of the draft SOW and provide the Contracting Officer with any clarification questions, comments or concerns your firm may have regarding its contents. CMS intends to use any information provided by industry for the purposes of refining the solicitation package prior to any future issuance of a final RFP. This may include, for example, changes to the scope of work, solicitation terms and conditions, or the addition of clarifying information (e.g., Contractor Questions & CMS Answers). Accordingly, Contractors are cautioned that any information provided in response to this invitation may be disclosed, on a non-attributable basis in terms of the source, as part of any final solicitation package. 3. Furthermore, in addition to the information requested above, CMS is interested in collecting market research information relative to the following questions: a. Have we allotted enough time for SOW responses? b. What elements of our SOW or tentative acquisition approach are unclear? c. Is the combination of geographic scope, intensity of desired service limits, and diversity of requirements, beyond the capability of Small Businesses? d. Is the investment and cost structure required to be successful in the SOW requirements beyond the capability of Small Businesses? e. In general, are the requirements in this SOW better suited for a Large Business with a national footprint? 4. Please submit any feedback you wish to offer no later than April 01, 2016. 5. None of the information provided in this letter or its enclosure(s) shall be construed as an RFP, a promise to issue an RFP, an offer (the acceptance of which, for consideration, would result in formation of a binding contract), or that a contract/task order resulting from such an RFP will be awarded. Furthermore, nothing in this memo or enclosures shall limit the ability of CMS to contract for the required services in any manner it sees fit. The information provided in this memo and in the draft SOW is for information purposes only. It is being shared with you on a non-attributable basis and the Government reserves the right to modify the draft RFP in any way, shape or form as it sees fit. Contractors should not rely on this draft information for any purposes, as it is subject to change or not issued in final form at all. 6. Participation in providing feedback to the draft SOW is strictly voluntary on the part of Contractors. Nothing will be held against you if you choose to not respond to this invitation or participate in the activities described herein. Firms are advised that no funding will be made available to pay for their participation in providing feedback to the draft SOW. Please be advised that this memo or its enclosures does not commit the Government to pay any cost for the preparation and submission of feedback. In addition, the Contracting Officer is the only individual who can legally commit the Government to the expenditures of public funds in connection with any proposed procurement.
