- U.S. Army Contracting Command - Orlando (ACC-ORL), in concert with the Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), is providing this announcement to update industry partners on the key aspects of the ETSC program. This special announcement is to assist potential offerors in preparing for the ETSC industry day and corresponding one-on-one meetings, tentatively scheduled for mid-April 2016. In addition to these events, ACC-ORL anticipates the release of the ETSC draft solicitation on or around 31 March 2016. Based upon market research and an assessment of the anticipated requirements PEO STRI and ACC-ORL have determined: 1. The appropriate North American Industry Classification System (NAICS) code for ETSC is 541990 - All Other Professional, Scientific, and Technical Services. The size standard associated with 541990 is $15M. 2. ETSC will include two Lots; one restricted for a small business set-aside and one full and open. 3. The restricted Lot will include tasks from Performance Work Statement (PWS) paragraph 3.1 executed in non-contingency environments only. This includes requirements to "provide training and advisory assistance for military and civil related subjects." The non-contingency environments may be austere. 4. The full and open Lot will include all other tasks within Section 3 of the PWS. This includes requirements to "provide training and advisory assistance for military and civil related subjects" (PWS 3.1) in a contingency environment, "provide planning, development, and support for Army, Joint, and Security Cooperation Exercises" (PWS 3.2) and "perform operations and maintenance sustainment functions for non-standard training aids, devices, and ranges (PWS 3.3)." 5. Based upon thorough requirement analysis, it is the Government's intent to structure the ETSC vehicle to be flexible and efficient in the execution of requirements while still capitalizing upon the cost benefits of a multiple award strategy. To attain this flexibility and efficiency, the Government intends to award 3-5 contracts in the full and open lot and 6-10 contracts in the restricted lot based upon the scope of work and operational environments within each lot. These awards represent an objective and may vary. 6. The full and open Lot will include a small business participation goal of 20%. 7. ETSC will include a one-year base ordering period and four one-year optional ordering periods, for a 5-year total ordering period. 8. The total contract ceiling of the ETSC effort is estimated at $2.4B over the 5-year ordering period. 9. Historically, PEO STRI has observed a work breakout as follows: o PWS 3.1 represents 73% of task orders issued. o PWS 3.2 represents 16% of task orders issued. o PWS 3.3 represents 11% of task orders issued. o The Contingency environment represents 23% of task orders issued. o The Non-Contingency environment represents 77% of task orders issued. ACC-ORL will publish the date, time and location for the ETSC Industry Day and follow-on one-on-one sessions in a later announcement.
