- Attachment III- Delivery Zone Map Attachment II - List of Potential DFSP Loading Locations Attachment I- Service Requirements Schedule The Defense Logistics Agency (DLA) Energy Bulk Petroleum Products Division seeks potential sources to provide transportation services (24 hours a day/7 days a week) for U.S. Government owned JAA from various Defense Fuel Supply Points (DFSPs) to various Forward Support Bases (FSBs) in the continental United States. This service shall be provided by potential sources utilizing tank trucks compliant with all local, state and federal transportation laws. Upon issuance of task order(s), the potential contractor must be able to provide transportation services following the service requirements schedule as shown in Attachment I, Service Requirements Schedule. Upon issuance of task order(s), the potential contractor must arrive at the designated DFSP(s) within 72 hours and must complete initial deliveries to FSB(s) within 96 hours. Attached to this notice, interested sources will also find Attachment II, List of Potential DFSP Loading Locations and Attachment III, Delivery Zone Map. The farthest distance a potential contractor would have to deliver within each zone from a particular DFSP to a FSB is annotated in Attachment I, under the "Farthest Distance (Miles)" column. The period of performance is a base period with four one-year option periods. Exercise of the option years will be at the sole discretion of the US Government. The period of performance is as follows: •- Base period 1 July 2016 - 30 June 2017, plus a 30 day carry over period •- First option period 1 July 2017 - 30 June 2018, plus a 30 day carry over period •- Second option period 1 July 2018 - 30 June 2019, plus a 30 day carry over period •- Third option period 1 July 2019 - 30 June 2020, plus a 30 day carry over period •- Fourth option period 1 July 2020 - 30 June 2021, plus a 30 day carry over period The anticipated contract type is Firm Fixed Price. All interested offerors must obtain a Commercial and Government Entity Code (CAGE Code) and must register in the System for Award Management ( www.sam.gov ). DLA Energy conducts business transactions through an electronic Enterprise Business System (EBS), which must be utilized to award contracts to vendors. Contractors must register to use various on-line systems including, but not limited to, the Wide Area Work Flow (WAWF) Suite and the DLA Internet Bid Board System (DIBBS). These registrations must be accomplished in order to be considered for award. These systems cover receiving electronic orders, invoicing and payment/payment status.
