Description
This is a Request for Information (RFI). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this RFI is to obtain knowledge and information for project planning purposes. Purpose. This Request for Information (RFI) offers commercial and non-commercial entities in the digital-content community, such as e-book publishers or distributors, educational institutions, libraries, archives, and others involved in the development of digital collections and dissemination of digital materials the opportunity to express interest and offer suggestions and feedback regarding potential Third-Party Digitization engagement at the National Library of Medicine (NLM) (http://www.nlm.nih.gov/). The envisioned engagement with the NLM would give digital-content providers an opportunity to digitize, at their own expense, parts of the NLM historical collections, which could then be offered to the public as part of the content provider's regular service. The digitized materials would then be provided to the NLM for eventual inclusion in its digital collections repository - NLM Digital Collections (http://collections.nlm.nih.gov) - after any reasonable and mutually-agreed upon embargo period during which the vendor could freely use and market the materials. Background. The National Library of Medicine, on the campus of the National Institutes of Health (NIH) in Bethesda, Maryland, has been a center of information innovation since its founding in 1836. The world's largest biomedical library, NLM maintains and makes available a vast print collection and produces electronic information resources on a wide range of topics that are searched billions of times each year by millions of people around the globe. The Library's collections materials include millions of items in formats such as monographs, serials, pamphlets, manuscripts, sound recordings, films and videos in multiple formats, photographs, posters, postcards, and ephemera. Its collections enable the Library in its mission to provide biomedical information, both current and historical, to scholars, researchers, and the general public. One means of accomplishing this mission is to make collections materials available, not only on-site at the Library, but through digital copies of the materials on the Library's web site. Moreover, the digitization of Library materials assists in preserving the collections for future generations. In order to respond to increasing expectations for collections materials and related items to be made available on the Library's web site, the Library seeks to supplement its existing digitization initiatives by entering into no-cost contracts for the scanning or digitization of Library materials for the mutual benefit of the contractor and the Library. Information Requested. Recognizing that the digital content marketplace is a competitive environment, and that the historical materials of the National Library of Medicine are among the most valued in the world and in high demand among researchers in a wide range of disciplines, the NLM seeks to determine the viability of establishing digitization engagements that will be mutually beneficial to both the Library and to external digital-content providers. Your responses can include but are not limited to the following guiding questions: • What historical themes, genres, or content categories would you want to digitize? • Would you be willing to bring imaging equipment onsite to perform the digitization at the National Library of Medicine in Bethesda, MD? • What digital formats and related metadata would you be able and willing to create? • What embargo period would you desire in order to make the effort worthwhile to you? • Responders are free to address any or all of the categories listed above, or other information pertinent to this project. Submitting a Response. This RFI requires responses to be submitted via eCPS.: 1) Electronic copy via the NLM electronic Contract Proposal Submission (eCPS) website at https://ecps.nih.gov/NLM. For directions on using eCPS, go to https://ecps.nih.gov/NLM/home/howto Note : To submit your electronic response using eCPS, all offerors must have a valid NIH External Directory Account, which provides authentication and serves as a vehicle for secure transmission of documents and communication with the NLM. The NIH External Directory Account registration process may take up to 24 hours to become active. Submission of responses by facsimile or e-mail is not accepted. All responses must be submitted electronically no later than 10:00am Eastern time on May 2, 2016 via the method indicated above. Disclaimer and Important Notes. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
