- Description
- Synopsis: The Air Technical Applications Center (AFTAC), Nuclear Treaty Monitoring (TT) Directorate, Patrick Air Force Base, Florida, Contracting Office AMIOC DET 2 OL/PKA (Patrick AFB FL) intends to solicit and negotiate with one source to "Southern Methodist University (SMU)." The statutory authority for this acquisition is 10 U.S.C 2304(c) (1) as implemented by FAR 6.302-1. In accordance with FAR 6.302-1 (a) (2) (iii) (A), only one source is available for this acquisition which can prevent a substantial duplication of cost to the Government that is not expected to be recovered through competition. This follow-on contract is intended to continue the Texas Array (TXAR) contract which expires 30 September 2016. The scope of this effort, starting on 01 October 2016, is to provide operation and maintenance of AFTAC's TXAR array located in southern Texas on the Permian Basin. The contractor will be responsible for operating the TXAR array, monitoring generated seismic data (for seismological correctness and equipment malfunction), and calibrating and maintaining the array equipment. The contractor must provide real time data to the US National Data Center (US NDC). Data availability is a measure of all requested data available over a one-year period. Data timeliness is a measurement of data arrival at the US NDC delayed less than five minutes. 98% data availability and 97% data timeliness must be achieved. All activities will be under the guidance and direction of AFTAC and in compliance with international treaties. The North American Industry Classification System Code (NAICS) is 541690. Therefore, it has been determined that SMU is the only responsible source capable of collecting and providing this service. No solicitation package will be issued. This notice of intent is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to this requirement within fourteen (14) days of the issuance of this notice. AMIC DET 2 OL/PKA (Patrick AFB FL) will consider responses received by 3:00 P.M., EST, on 17 March 2016. Inquiries will only be accepted via email to Mr. Carl Schneider at carl.schneider.3@us.af.mil. No telephone requests will be honored. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. OMBUDSMAN AFFARS 5352.201-9101 (APR 2014): (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
