Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Bureau of Reclamation, Acquisition Operations Group, Denver Colorado, intends to award on a sole source basis to TNO Diana North America, Inc.17199 N. Laurel Park Drive, Suite 205 Livonia, MI 48152. The requirement is for software that will provide independent analytical solutions that allow validation of the analysis process currently used in the seismic evaluation of Reclamation's dams. The results of the Finite Element (FE) non-linear analysis, presently performed by using LS-DYNA program will be compared for accuracy and efficiency of the solutions, with the results obtained by DIANA. The modern pre-and post-processor implemented in TNO-DIANA will result in more efficient modeling of concrete dams when compared with existing approach. The requested package of TNO software includes a single license for TNO-DIANA A+B+C modules and the FX+ Pre-Post Processor. The required service includes one-year technical support and the software upgrades and assistance towards implementation of the software at specific Reclamation projects. Several unique analytical features included in the TNO DIANA software will provide technical services to the Dams Safety Office (DSO) in simulation Alkali Aggregate Reaction (AAR) process in concrete and simulation of the hydration process of young concrete during construction of new dams with advanced nonlinear models of concrete including unique tension & compression softening models, discrete crack modeling with the width check, and modeling reinforcement in concrete with bond slip conditions. The North American Industry Classification System (NAICS) code for this acquisition is 541519 and the size standard is $27.5 million in revenues. Competition is restricted to only one source per FAR 13.106-1 (b)(1). The Government intends to solicit directly with the TNO DIANA North America Inc. No solicitation package will be issued. This notice of intent is not a request for competitive quotes. However, if any interested party believes that they can meet the above requirement, they may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. A determination to compete this action based on the responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via email to vmccoy@usbr.gov. No faxed documents will be accepted. If no responsive statements are received by 3/11/2016 at 12:00 PM MST, an award will be made to the TNO DIANA North America Inc.
