- Sources sought instructions for submission of capability statement Draft Performance Work Statement (PWS) for SFSIAQ16SS6002 This Sources Sought (SS) is issued solely for information and planning purposes only and is not a Request for Proposals or Quotes (RFP or RFQ) or an obligation on the part of the Government to acquire any services. Responses to this SS are not offers and cannot be accepted by the Government to form a binding contract. The Government reserves the right to determine how it should proceed as a result of this notice. Furthermore, those who respond to this SS should not anticipate feedback with regard to its submission. The Government will not pay any cost incurred in response to this SS. All costs associated with responding to this SS will be solely at the responding party's expense. The information provided in this SS posting is subject to change and is not binding on the Government. The Department of State, Foreign Service Institute is seeking qualified sources to perform the services outlined in the attached Draft Performance Work Statement (PWS). Please carefully review the Draft PWS and respond according to the directions following stated below. SS Responses/capability statements should include the following: 1.Contact information: a.Name of company b.Business title c.Institution or organization affiliation d.Email address e.Phone number f.DUNS number 2.Letter /Statement of Interest 3.Resume and/or summary of credentials/professional experience relative to similar requirements; 4.Please state the estimated firm fixed price per each 3 day session. This price quote is notional and nonbinding. 5.Recommendations to improve or clarify the Draft PWS; 6.Optional Letters of Recommendation and Optional Performance Documents Do not include the following in the response: 1.Do not submit formal proposals or offers; 2.Do not submit requests to be considered for award or to be notified of a future solicitation; 3.Do not submit requests to be added to a mailing or distribution list; 4.Do not submit questions or comments not related to this SS; 5.Do not respond via telephone. How to Submit Responses: 1.Submit the required information in a word document to Eric Modrak, Contracting Officer, at ModrakER@state.gov. 2.Please include "SFSIAQ16SS6002: DCM Partner" in the e-mail subject line. 3.If you have any questions regarding this Sources Sought Notice, please submit them via e-mail to ModrakER@state.gov. 4.The SS submission closing date is March 8, 2016 at 14:00 ET. The Transition Center offers Foreign Service Life Skills training to foreign affairs agency employees and their eligible family members in the form of various courses and workshops. Approximately two thousand participants per year attend. Classes range in size from 15 to 40 with average class size being 25. Participants come from many US government agencies. Their level of experience in Foreign Service varies from newcomers in the overseas environment to veterans with more than twenty years of service along with their family members and members of household. DCM Spouse/Partner Seminar (MQ110) is one of the many courses offered by the Transition Center at FSI. Background DCM Spouse/Partner Seminar This course provides participants practical information to make informed decisions for personal growth and public service as DCM spouses/partners at their next post. This three day program will contain, but is not limited to, the following topics: *Expectations and Personal Goals *Official Residence Expenses *Official Visitors *Community Leadership *Preparing for Departure to Post *Representational Entertaining The course objectives for the participants are, but not limited, to define personal goals for the upcoming tour, clarify the role the individual is willing to assume as the spouse/partner of the Deputy Chief of Mission or Principal Officer, clarify values as they relate to the use of the participant's time, identify personal strengths and interests as they apply to the role as a DCM/PO spouse/partner and identify self-management and leadership skills useful to the spouse/partner of the DCM/PO.
