Description
INTRODUCTION This is a pre-solicitation non-competitive (notice of intent) synopsis to award a contract without providing for full or open competition (including brand-name). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institute on Drug Abuse (NIDA), Consolidated Station Support and Simplified Acquisitions (CSS/SA) Branch intends to negotiate and award a purchase order to 3i Intelligent Imaging Innovation for the Slidebox for Scanning and Digital Holographic Stimulation Core without providing for full and open competition (including brand-name). NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 511210 with a Size Standard of $38,500,000.00. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-85 dated February 28, 2016. This acquisition is for a commercial item or service and is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures. This acquisition is NOT expected to exceed the simplified acquisition threshold. STATUTORY AUTHORITY This acquisition is conducted under the authority of the authority of FAR Subpart 13.106-1. DESCRIPTION OF REQUIREMENT Purpose and Objectives The National Institute of Mental Health requires a Slidebox for Scanning and Digital Holographic Stimulation Core for research goals and objectives of the MH IR Unit on Neural Computation and Behavior. The acquisition of this item is for the initial set up a new research laboratory. 3I SlideBook's Phase-only SLM Module incorporates the algorithms developed for computer-generated holography through an exclusive license. It is the only commercial image acquisition software that integrates algorithms for generating holograms based on arbitrary 2D patterns and 3D spots, and includes methods for applying a Z offset using Fresnel lensing and aberration correction using Zernike polynomials. SlideBook, with its Scanning Module, is also the only standalone commercial image acquisition software that can drive a multiphoton microscope in order to perform optimized arbitrary path scanning, where a set of cells from which to record are selected by the user and the minimal path that traverses these cells is determined and used to guide the galvanometers. Critical to this feature is the ability to record the actual beam trajectory achieved. 3i's Dual Galvanometer Scanning Module is the only standalone commercial scanner controller that is designed to also provide this feedback. It requires the V2P-VC100 Computer Workstation with High Performance I/O for Dual Galvanometer Scanning. This item is only available through 3I Intelligent Imaging Innovations. Period of Performance The equipment shall be delivered within 16 weeks ARO. Project Description The Contractor must be able to provide the following: 1. SlideBook 6 for Windows 7 - Full Online License a. With a full suite of acquisition and analysis tools and full complement of 3i device drivers 2. Phase-only SLM Module for SlideBook 3. VIVO 2-Photon Computer Workstation with High Performance I/O for Dual Galvanometer Scanning a. Includes high performance workstation, I/O cards and PCI expansion system b. Dual Ten-Core Xeon 2.3GHz processors, 64GB 2133MHz DDR4 RAM, 4GB Nvidia Quadro K4200 workstation graphics card, 512 GB Solid State Drive (SSD) space (approx. 300MB/s sequential transfer rate), 8XDVD+/-RW, 1300W power supply, backlit wired keyboard, Windows 7 64-bit 4. VIVO 2-Photon Dual Galvanator Scanning Kit a. Includes galvos and controlls 5. VIVO 2-Photon Fast-Gated GaAsP PMTs a. Two fast-gated GaAsP PMTs with sub-microsecond electronic shuttering. Includes power supply and preamplifiers with software-controlled gain, overload detection, and overload reset 6. Scanning Module for SlideBook a. Enables SlideBook to drive home-built confocal and multiphoton microscopes using National Instruments multifunction data acquisition hardware 7. SlideBook Software Support Full Online License with 1-3 Modules (1 Year) 8. Retiga R1 50MHz Monochrome CCD Camera 9. I/O Cable for Retiga R1 Camera CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION Slidebook is the software system, which is developed and only available from 3I, Inc. Slidebook Software support and full online license including 1-3 modules for one year will allow for updates and improvements to the software. The Phase-only SLM module extends Slidebook to control spatial light modulation devices. This is developed and only available from 3I. The Unit on Neural Computation and Behavior/NIMH has developed custom code in MATLAB to interface with Slidebook and this module, and experiments require this module and Slidebook. The VIVO 2 Photon Computer Workstation with High Performance I/O for Dual Galvananometer is customized to run Slidebook. In particular it is the only computer system available that integrates with the 3I data collection hardware modules (VIVO Scanning Kit and VIVO PMTs) via an external PCI chassis. Without this computer laboratory staff cannot drive the microscope. It is not available in this form from another manufacturer. VIVO Scanning Kit and VIVO PMTs are custom hardware modules developed by 3I to deliver output and provide input, respectively, for Slidebook. They work only with Slidebook and Slidebook does not work without them. They are not available from any other manufacturer. Scanning Module for Slidebook extends slidebook to control scanning microscopes. This is developed and only available from 3I. Without this laboratory staff cannot drive the microscope. Retiga R1 camera and IO Cable works with Slidebook to image samples. The Unit on Neural Computation and Behavior/NIMH have developed custom code in MATLAB to interface with Slidebook and this camera, and experiments require this camera and Slidebook. Other Retiga cameras would also serve the laboratories purposes and are available from 3I. However 3I has integrated this camera, which is the least expensive into their system, and modified it, including its optics to interface with their system. It is not available in this form from another manufacturer. CLOSING STATEMENT THIS SYNOPSIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by the closing date and time of this announcement and must reference the solicitation number.
