- Management of safety programs in support of Remotely Piloted Aircraft (RPA) and other related aviation safety programs for the AF Safety Center (AFSEC) THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1(a)(2)(iii), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The AFSEC, Kirtland Air Force Base (Albuquerque) NM 87117 requires a monthly contract to succeed contract FA7046-12-C-0004 which expires on 15 March 2016. The monthly contract will consist of a one (1) month basic period of performance with 5, 1-month options. The 377 MSG Contracting Division intends to make an award to incumbent contractor Alpha Omega Change Engineering (AOCE). Award of this short term monthly contract is to ensure there is no disruption in critical RPA services while a GAO protest is being resolved. Interested parties may e-mail brian.clark.6@us.af.mil, not later than 1 March 2016, 11:00 p.m. MST. This month-to-month contract shall provide Management and Professional Support Services in order to provide assistance, advice, or training for the efficient and effective management of safety programs in support of Remotely Piloted Aircraft (RPA) and other related aviation safety programs for the AF Safety Center (AFSEC). Advisory and Assistance Services are required to support studies, analysis, evaluation, engineering and technical services. Applicable performance requirements include management (quality control, staffing, monthly reporting), trend analysis, RPA mishap prevention, National Airspace Integration and information management. Due to the technical nuances associated with the needed support, specific competencies have been identified by the Government and are anticipated requirements to successfully meet performance requirements. These competencies are: - RPA/aviation systems safety engineering. - RPA/aviation maintenance SME. - Operations Research Analyst. - RPA/aviation human factors SME. - MQ-1 or MQ-9 pilot SME. - Airspace SME. All responsible parties may identify their interest and submit a capability statement which will be considered by the government. This notice of intent is NOT a request for competitive proposals. Responsible parties must clearly demonstrate in the submitted documents that there will be no service interruptions and no added investment and start-up costs associated with award of a short term monthly contract to any contractor other than the incumbent contractor. Documentation submitted will not exceed five (5) pages and will be submitted electronically to the cognizant Contracting Officer listed in the first paragraph above. A determination by the government not to compete with this proposed contract based upon responses to this notice is solely with the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In accordance with FAR 6.302-1(a)(2)(iii)(B) and 10 U.S.C. 2304(d)(1)(B), award to a contractor other than the incumbent for this short term gap fill would cause unacceptable delays in fulfilling the agency's requirements for this program. Due to the short notice of the GAO protest and the tight time-lines presented the Air Force would not have adequate time to compete this action and in turn have a proper transition period for a new contractor. Competing this requirement could take up to several months to allow time to post the solicitation, receive proposals, conduct evaluations, and finally award the contract. A minimum of two weeks would be required to transition to a new contractor to allow that contractor time to hire personnel and effectively gear up for contract performance. These timelines would cause loss of service for a substantial period and significantly impact the RPA mission.
